Construction Manager – Aviation Fuel Infrastructure Project | Libya
ISS International S.p.A. is currently looking for an experienced Construction Manager to join an international EPC construction project based in Misrata, Libya
The project involves the construction of aviation fuel distribution and aircraft refuelling infrastructure, including piping networks and associated safety, emergency shutdown and monitoring systems.
The Construction Manager will be responsible for the overall coordination, supervision and control of site construction activities, ensuring compliance with project requirements, HSE standards, quality objectives, budget and schedule commitments.
Main Responsibilities
Coordinate and supervise all construction activities at site;
Manage multidisciplinary construction teams and discipline Supervisors;
Coordinate civil, mechanical, piping, electrical and instrumentation subcontractors;
Act as the main construction interface with the Client’s site representatives;
Ensure compliance with project HSE, QA/QC and construction procedures;
Monitor construction progress in coordination with the Project Manager and Project Planner;
Identify potential delays, risks, constraints and critical site issues;
Develop corrective actions and recovery plans where required;
Review variation orders, additional works and subcontractor claims;
Supervise activities through Mechanical Completion and support the transition to commissioning;
Prepare periodic construction, progress, HSE, quality and site performance reports;
Monitor construction operating costs and the efficient use of site resources.
Main Requirements
University degree in Mechanical Engineering, Chemical Engineering or a related technical discipline;
Minimum 15 years of professional experience in Oil & Gas, petrochemical, fuel storage, industrial plants or similar sectors;
At least 5 years of proven experience as Construction Manager on international EPC construction projects;
Strong experience in the coordination of multidisciplinary subcontractors and site teams;
Solid understanding of construction planning, mechanical completion, quality control and HSE requirements;
Previous experience in aviation fuel facilities, airports, fuel terminals or storage and distribution systems will be considered a strong advantage;
Strong leadership, communication, reporting and problem-solving skills;
Fluent English, both written and spoken;
Knowledge of French will be considered an advantage, also in view of potential future assignments in North Africa;
Availability to work on a rotational basis in Libya;
Citizenship of an EU Member State is mandatory due to project-specific mobilization and security requirements.
Location: Misrata, Libya
Expected starting date: September 2026
Initial assignment: until 31 December 2026
Future opportunities: the project is expected to continue through subsequent construction phases, which may offer opportunities for further mobilization or re-engagement
Working schedule: 10 worked hours per day – 6 days per week
Rotation: 60 days ON / 10 days OFF, inclusive of travelling days
Accommodation: single accommodation provided at site or within a dedicated compound
Transportation: secured local transportation provided
Air tickets: round-trip air tickets provided in accordance with the project rotation
