Parsons is looking for an amazingly talented Construction Manager - Fuel to join our team!
The Construction Manager – Fuel will be responsible for managing and overseeing all construction activities associated with aviation fuel infrastructure and fuel distribution systems within the airport development project. The role will ensure that construction works are executed safely, efficiently, and in accordance with approved drawings, specifications, project schedules, quality requirements, applicable codes and standards, and client requirements.
The position will lead multidisciplinary construction teams and coordinate closely with engineering, procurement, commissioning, HSE, Quality, project controls, contractors, subcontractors, airport stakeholders, and relevant authorities to ensure successful delivery of fuel system facilities and associated infrastructure.
What You'll Be Doing:
- Lead and manage all construction activities associated with airport aviation fuel systems and infrastructure.
- Oversee construction of fuel storage, distribution, transfer, and dispensing facilities as applicable to the project scope.
- Manage construction activities for fuel storage tanks, fuel pipelines, hydrant systems, pumping stations, filtration systems, valve chambers, fuel receipt facilities, and associated infrastructure.
- Coordinate construction activities for fuel system mechanical, piping, civil, structural, electrical, instrumentation, and control works.
- Review construction drawings, specifications, method statements, ITPs, and technical documents to ensure constructability and compliance.
- Ensure construction activities are executed in accordance with approved IFC drawings, specifications, project procedures, and approved construction methodologies.
- Manage contractors and subcontractors and monitor their performance against approved construction programs.
- Coordinate daily construction activities and ensure appropriate allocation of manpower, equipment, materials, and resources.
- Coordinate construction interfaces between Fuel Systems and other airport infrastructure, including airfield, utilities, roads, buildings, MEP, and operational systems.
- Monitor construction progress against the approved baseline and look-ahead programs.
- Work closely with Planning and Project Controls teams to identify delays, constraints, and recovery requirements.
- Review and approve construction method statements, work permits, inspection requirements, and temporary works proposals where applicable.
- Ensure all fuel-related construction activities comply with applicable aviation fuel standards, codes, specifications, and safety requirements.
- Coordinate with Quality teams to ensure implementation of approved Inspection & Test Plans (ITPs) and quality control requirements.
- Ensure proper inspection, testing, flushing, cleaning, pressure testing, integrity testing, and documentation of fuel piping and equipment.
- Coordinate with commissioning teams to ensure systems are ready for pre-commissioning, commissioning, testing, and operational handover.
- Monitor installation and testing of fuel pumps, valves, filters, meters, control systems, instrumentation, and associated equipment.
- Coordinate fuel system tie-ins, shutdowns, isolations, and interfaces with existing operational facilities where applicable.
- Ensure proper management of fuel system construction risks, including contamination, leakage, ignition sources, hazardous areas, and environmental risks.
- Coordinate closely with HSE teams to ensure implementation of appropriate permit-to-work, hot work, confined space, excavation, lifting, and hazardous area controls.
- Ensure all construction activities are conducted in accordance with airport operational and security requirements.
- Lead construction coordination meetings with contractors, consultants, and project stakeholders.
- Review technical queries, RFIs, site instructions, and construction-related design issues and coordinate their resolution.
- Monitor material delivery, storage, preservation, and handling of fuel system equipment and materials.
- Ensure proper installation and protection of fuel pipelines and associated components during construction.
- Coordinate material inspections and ensure compliance with approved material submittals and specifications.
- Monitor construction quality and ensure timely closure of NCRs, observations, punch lists, and outstanding works.
- Coordinate system turnover requirements and ensure construction documentation is complete and accurate.
- Support preparation and review of as-built drawings, testing records, inspection documentation, operation and maintenance manuals, and handover dossiers.
- Identify construction risks and develop mitigation and recovery strategies.
- Support commercial and contractual teams with construction-related variations, claims, and technical records.
- Ensure effective coordination between construction, engineering, procurement, commissioning, quality, HSE, and project controls functions.
- Lead and mentor construction engineers, supervisors, inspectors, and site teams.
- Ensure construction activities are completed safely, efficiently, and within approved cost and schedule targets.
What Required Skills You'll Bring:
- Bachelor’s degree in Mechanical Engineering, Civil Engineering, Electrical Engineering, or a related engineering discipline.
- 15+ years of relevant construction experience, with significant experience in fuel systems, oil & gas, aviation fuel infrastructure, or similar high-risk infrastructure projects.
- Proven experience managing large and complex construction packages.
- Strong experience in airport or aviation infrastructure projects is highly preferred.
- Strong knowledge of fuel piping systems, fuel storage and distribution infrastructure, pumping systems, filtration, metering, valves, and associated facilities.
- Experience managing multidisciplinary construction activities and large contractor teams.
- Strong understanding of construction sequencing, testing, commissioning, and handover.
- Professional Engineering certification is preferred.
- PMP or equivalent project management certification is an advantage.
- Relevant aviation fuel / fuel systems certifications or training are highly desirable.
- Certifications/training related to API, NFPA, JIG, EI/JIG, ASME, or other applicable fuel industry standards are advantageous.
- Relevant HSE certifications are an advantage.
