Parsons is looking for a highly experienced Construction Manager - ATCT to join our team to lead the execution and delivery of construction activities for an Air Traffic Control Tower (ATCT) as part of a major airport development project. The role is responsible for managing complex vertical and systems-intensive construction works, coordinating multidisciplinary teams, and ensuring strict compliance with aviation authority, safety, quality, and schedule requirements.


The ideal candidate will have 20+ years of experience in large-scale infrastructure or airport projects, with proven expertise in ATCT towers, terminal buildings, or critical aviation facilities, and strong leadership and coordination capabilities.

What You'll Be Doing;

  • Lead and manage all ATCT tower construction activities, including foundations, superstructure, architectural finishes, MEP, ELV, and specialist aviation systems coordination.
  • Ensure successful project delivery within approved time, cost, quality, and safety parameters.
  • Coordinate with subcontractors, suppliers, specialist system vendors, and consultants to ensure seamless execution.
  • Monitor construction progress, productivity, and sequencing, identifying risks and implementing timely corrective actions.
  • Manage interface coordination with adjacent airside, terminal, and operational airport facilities.
  • Ensure strict adherence to project specifications, ICAO/CAA requirements, and international aviation standards.
  • Work closely with the HSE team to enforce safety policies, particularly for working at height, tower crane operations, and airside safety requirements.
  • Conduct regular inspections, audits, and quality reviews to ensure compliance and readiness for authority approvals.
  • Ensure all construction activities meet client, consultant, and regulatory expectations.
  • Develop and maintain detailed construction schedules, method statements, and resource plans specific to ATCT tower works.
  • Coordinate closely with design, systems integration, procurement, and commercial teams to align construction with project milestones and commissioning requirements.
  • Manage interfaces with navigation, communication, and surveillance (CNS) system installations.
  • Chair and facilitate daily, weekly, and monthly progress meetings, producing accurate reports for senior management and the client.
  • Lead, mentor, and manage construction managers, supervisors, engineers, and site staff.
  • Act as the primary on-site point of contact for all ATCT tower construction-related matters.
  • Liaise with client representatives, aviation authorities, consultants, and airport stakeholders to ensure alignment and approvals.
  • Promote a culture of accountability, safety, and quality excellence across the project team.

What Required Skills You’ll Bring;

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline.
  • Minimum 20 years of experience managing construction works on large-scale infrastructure or airport projects.
  • Demonstrated experience delivering ATCT towers, terminal buildings, or other critical aviation facilities is highly preferred.
  • Strong exposure to projects involving authority approvals and operational airport environments.
  • In-depth knowledge of construction methodologies, vertical structures, and complex MEP/system coordination.
  • Strong understanding of ICAO, CAA, FAA (or equivalent) standards, local building codes, and aviation regulations.
  • Excellent leadership, decision-making, problem-solving, and communication skills.
  • Proficiency in MS Office and project management tools such as Primavera P6 and MS Project.
  • PMP, RICS, or equivalent professional certification.
  • Experience working on GCC airport projects or similar regional environments.
  • Familiarity with airside operations and live airport construction constraints.
  • Fluency in Arabic is an added advantage.
