The requirements

Qualifications & Experience:

• Bachelor's degree in Civil Engineering with 8–10 years of progressively responsible experience in planning, execution, and management of building construction projects, including at least 3 years as a Construction Manager; or
• B.Tech in Civil Technology with 10–12 years of relevant experience, including at least 6 years as a Construction Manager.
• A Master's degree in Construction Management, Project Management, or a related field will be an added advantage.
• Valid registration with the Pakistan Engineering Council (PEC) is mandatory.

Knowledge, Skills & Competencies

• Proven experience in supervising institutional, commercial, or community infrastructure projects from design review through construction, testing, and commissioning.
• Proven experience in managing multiple construction projects, contractors, consultants, and multidisciplinary teams from design review through commissioning.
• Strong knowledge of construction project management, contract administration, QA/QC, cost control, scheduling, risk management, and HSE standards.
• Sound understanding of Pakistan's building codes, engineering standards, and resilient construction practices. Experience with donor-funded or development sector infrastructure projects is desirable.
• Proficiency in AutoCAD, MS Project/Primavera, and Microsoft Office applications.
• Excellent leadership, communication, negotiation, problem-solving, and stakeholder management skills, with the ability to manage multiple projects under tight deadlines.
• High ethical standards, integrity, and willingness to travel extensively across Pakistan.
• Proficiency in English and Urdu is required; knowledge of local languages will be an advantage.

The position

The Aga Khan Agency for Habitat Pakistan invites applications for the position of Construction Manager at its Gilgit Office The role entails the following key responsibilities and requires candidates to meet the criteria outlined below.


The Construction Manager will be responsible for overseeing and managing all aspects of building construction projects under the community infrastructure & buildings Development Programme. This includes project planning, execution, quality assurance, cost control, contractor management, and reporting. The Manager ensures that projects are implemented in line with approved designs, timelines, budgets, and safety standards, and provides leadership to engineers and site teams.

KEY RESPONSIBILITIES:

Project Planning & Execution

• Develop detailed project execution plans and schedules, and review design drawings and bid documents in coordination with the Senior Manager – Construction.
• Demonstrate strong hands-on experience in effectively managing contractors throughout the construction phase.
• Lead the site mobilization process and coordinate resources to ensure an efficient project start-up
• Ensure that all construction activities are carried out in accordance with approved designs, BOQs, and technical specifications.
• Monitor project milestones and proactively identify and mitigate risks related to timelines and quality
• Ensure the timely completion of projects within the approved schedule, budget, and quality standards.

Technical Oversight & Quality Assurance

• Supervise the technical performance of Project Engineers, Field Engineers, and Site Engineers.
• Review structural and architectural drawings and coordinate with consultants for clarification.
• Ensure adherence to resilient and climate-appropriate building techniques for the community building projects.
• Implement strict quality control measures for materials, artistry, and site practices.

Financial & Contract Management

• Verify contractor bills, site measurements, and variation claims before submission to the Senior Manager Constructions.
• Participate in contractor prequalification, bid evaluations, and contract negotiations.
• Track cost overruns and ensure timely corrective measures to avoid financial risks.

Stakeholder Coordination

• Function as the primary liaison between consultants, contractors, suppliers, and community representatives.
• Represent the organization in progress review meetings with donors, community leaders, and authorities.
• Ensure smooth communication between project teams and higher management.

Reporting & Documentation

• Prepare monthly project reports covering technical progress, financial updates, quality assurance, and risks.
• Maintain updated project records, including contracts, site instructions, test reports, and as-built drawings.
• Provide timely escalations to Senior Manager Constructions for unresolved site or contractual issues.

Leadership & Capacity Building

• Supervise Project Engineers and provide professional guidance to junior staff.
• Conduct performance reviews, coaching, and on-site training for engineering teams.
• Promote a culture of teamwork, accountability, and continuous learning.

Health, Safety & Environment (HSE)

• Ensure all construction activities comply with HSE protocols, national regulations, and AKAH standards.
• Monitor the implementation of safety plans and conduct site safety audits.
• Address unsafe practices and promote safe working conditions for staff and contractors.

Other Duties

• Support the Senior Manager of Construction in strategic planning, donor presentations, and policy development.
• Assist in external audits and technical reviews.
