Job Title: Construction & Maintenance Project Lead

Location: East Wenatchee, WA

Position Status: This is a permanent position.

Under the supervision of the Eastern Region C&M Supervisor, this position is responsible for planning, directing, coordinating and performing new construction, renovation, remodel, repair, inspection, and maintenance of State Parks buildings, facilities, grounds, equipment, and vehicles for the Eastern Region. This position uses knowledge, experience, and training in electrical, carpentry, plumbing, welding, masonry, mechanics, and project planning to complete preventative and deferred maintenance projects.

This position is not eligible to telework, as physical on-site presence is required to perform essential functions.

An ideal Construction & Maintenance Project Lead for Washington State Parks Eastern Region Construction & Maintenance crew based in East Wenatchee is a multi-talented and proactive individual, dedicated to preserving the natural and historical integrity of the parks. This candidate possesses strong mechanical skills across multiple trades, including carpentry, concrete, plumbing, and electrical work, to handle a diverse range of maintenance, repair, and construction projects across multiple park properties. An outstanding team player with excellent communication skills, this individual works effectively with a cohesive crew and demonstrates initiative in prioritizing tasks to keep all projects running smoothly. The perfect candidate for this role is self-motivated, embraces the unique challenges and variety of regional travel, and takes immense pride in their work amidst the beautiful scenery of Eastern Washington.

Examples of duties

Duties include, but are not limited to:

  • Serves as a lead and directs work of two or more journey level trade employees and work crews assigned to construction and maintenance projects.
  • Coordinate projects, leads, directs, and trains work crews and Park staff in construction and maintenance projects.
  • Responsible for completing preventative maintenance and deferred maintenance projects requiring lead and journey level skills.
  • Perform journey level work in carpentry, masonry, roofing, plumbing, electrical, welding, and equipment operations.
  • Leads and directs planning of preventative and deferred maintenance projects including estimating needs for assigned projects including materials, equipment, and workforce.
  • Inspects work to ensure quality and compliance.
  • Responsible for planning, proposing (including permitting and budgeting) and providing written documents.
  • Recommends maintenance work and consults with supervisor.
  • Responsible for emergency water and wastewater system repairs, maintenance, and improvements, using knowledge of electrical and hydraulic pumps and controls systems and pump maintenance requirements.
  • Maintains health and safety standards while leading staff.
  • Transports equipment to jobsites throughout Washington State, as required.
  • Purchases materials required to complete projects adhering to purchasing regulations.
  • Responsible for project coordination as assigned.

Qualifications

REQUIRED QUALIFICATIONS:

Option One:

  • Two (2) years as a Construction & Maintenance Project Specialist.
  • AND
  • High School Diploma or Equivalent.
  • Valid unrestricted (except corrective lenses) driver's license.
  • Class A CDL with air brakes must be obtained within 12 months of employment.
  • Confined space entry and fall protection certification must be obtained within 12 months of employment.
  • First Aid & CPR certification must be obtained within 12 months of employment.

Option Two:

  • Six (6) years* of advanced level experience in two or more of the construction or building trades to include: building maintenance, repair, remodeling, construction duties, and mechanical/machinery.
  • AND
  • High School Diploma or Equivalent.
  • Valid unrestricted (except corrective lenses) driver's license.
  • Class A CDL with air brakes must be obtained within 12 months of employment.
  • Confined space entry and fall protection certification must be obtained within 12 months of employment.
  • First Aid & CPR certification must be obtained within 12 months of employment.

** Two (2) years of technical or vocational training or education in building/construction trade may substitute for up to two (2) years of experience.

REQUIRED COMPETENCIES:

  • The ability to take action to learn and grow.

  • The ability to plan, coordinate, schedule, and deliver construction and maintenance projects from initiation through completion, including estimating materials, labor, timelines, and ensuring timely, high-quality outcomes.
  • Demonstrated knowledge and hands-on proficiency across multiple trades (e.g., electrical, plumbing, carpentry, mechanical systems) to perform, troubleshoot, and oversee complex maintenance and construction work.
  • The ability to lead, direct, and support work crews; assign tasks; develop work methods; and ensure productivity, accountability, and adherence to standards while fostering a collaborative team environment.
  • Knowledge of building codes, safety regulations, and risk management practices, with the ability to ensure compliance, conduct inspections, mitigate hazards, and promote a strong safety culture.
  • The ability to independently assess situations, respond to emergencies, troubleshoot system issues (e.g., water/wastewater, equipment), and make sound, timely decisions to maintain operations.

DESIRED QUALIFICATIONS:

  • Experience working for Washington State Parks or a similar parks and recreation entity.
  • Advanced level experience driving and operating a variety of vehicles and light to heavy equipment.
  • Advanced knowledge and experience working with various types of regular and specialized hand and power tools.
  • Advanced technical knowledge and experience and expertise in construction, installation, and problem-solving issues impacting agency facilities, sites, and systems.
  • Experience reading and understanding schematics and blueprints.
  • Proficient skills and experience with the use of Microsoft Office products such as Word, Outlook, and Excel.
  • Advanced Project Management experience coordinating with internal and external stakeholders, and vendors/contracts including planning, purchasing, and completion of tasks.
  • Intermediate knowledge and application of building codes including rules in governing safety, repair, and maintenance and construction of facilities and tasks.
  • Familiarity with the use of Microsoft Office products, such as Word, Outlook, and Excel.
  • Experience organizing and leading other employees in completion of work project including time management, multi-tasking, and communication.

UNIFORM INFORMATION:

All Construction & Maintenance Leads are required to wear a uniform. A complete and properly worn uniform helps establish the professional identity of a Construction & Maintenance Lead and promotes respect as a Washington State Parks employee. All Construction & Maintenance Leads will receive 6 shirts within the first year (2 shirts per calendar year after the first year), 1 jacket every 3 years, 1 baseball cap every year, 1 safety vest every 3 years, and a clothing stipend of $200 per year, and a $250 boot stipend every 2 years. Uniform stipends are intended to offset the cost of clothing worn in the workplace such as pants, boots, raingear, etc.
