Role:

Plan, develop and realize construction activities in real estate projects following internal concepts and frameworks adapted to local norms in the country/zone and Group’s requirements, aligned with safety standards and by monitoring costs.

Plan, develop and lead building maintenance activities following United guidelines and tools to ensure the sustainability, comfort, image and safety of all people, ensuring the definition and application of short, middle and long-term capex plan for the full portfolio.

Plan, develop and realize construction activities

• Provides engineering and construction expertise by advising, proposing and applying technical solutions for (potential) new store openings (to be constructed and/or existing building), revamping, relocation, sale and leaseback, downsizing and extension projects including negotiating construction split lists and leading all technical meetings with the landlord
• Coordinates and supports technical due diligence processes including soil, environmental and / or structure studies
• Manages the realization of the project: Selects / guides tenders, negotiates the technical specifications and contractualises construction services / works and manages the selected external partners following the approved budget and planning while optimizing the operations and maintenance costs and building investments
• Manages all construction activities and ensures the realization, completion, handover and post-delivery follow-up complies to Decathlon technical specifications, internal international safety and security standards, sustainability targets, local laws and statutory regulations.
• Perform routine site inspections to monitor quality and compliance with safety standards.
• Prepares, reviews and validates the content of (building) permit and / or (sustainable building) certification applications
• Develops briefing and guidance for (execution) stakeholders
• Manages the project constraints within the project defined Budget, timeline and quality and delivers the baseline scope of work.
• Performs Project closing processes and oversees the completion of all punch list items and final inspections, by ensuring all required documentation is collected and manages the final financial closeout, including processing final payments to subcontractors and suppliers.

Plan, develop and lead maintenance activities

• Provides maintenance expertise by advising, proposing and applying maintenance policies and solutions for existing and (potential) new stores, revamping, relocation, sale and leaseback, downsizing and extension projects including negotiating maintenance split lists and participating in technical meetings with landlords
• Accompany the handover processes with the store leader/store operation manager
• Creates a list of maintenance services and updates it regularly to ensure a qualitative tender
• Ensures that the internal company technical safety, health, image and security requirements are maintained and implemented by our contractual partners with a high quality and satisfaction level of our local teams.
• Selects / guides tenders, negotiates and contractualises (framework) maintenance services / works and manages the selected external partners following the approved budget and planning
• Develops briefing and guidance for (execution) stakeholders in facility operations and maintenance activities
• Give technical support to Business Development teams
• Responds and follow-up to emergency situations

Improve Real Estate portfolio

• Carries out a regular, annual property audit and ensures that the property in the dedicated region is managed efficiently
• Provides technical assistance to stores
• Stay up to date with (innovative) technical designs, techniques and standards to identify and apply operational cost savings and/or CO2 emission decrease opportunities
• Collaborates with global peers to facilitate the integration of United Real Estate’s objectives, tools and process improvements and sharing of best practices
• Expand the list of potential construction company vendors by continuously conducting market studies with Ind. purchase teams
• Performs regularly maintenance diagnostics / health checks of the real estate portfolio and defines a multi-year investment plan for each individual location
• Complete the asset review annually
• Advises and upskills local operators of individual locations on property technical operation efficiency
• Measures and reviews performances of maintenance decisions made on newly opened and existing stores
• Stay up to date with (innovative) maintenance methods, techniques and standards to identify and apply operational cost savings, CO2 emission decrease opportunities and/or other innovative technical property management solutions
• Collaborates with global peers to facilitate the integration of United Facility Management’s objectives, tools and process improvements and sharing of best practices

Requirements

Experience & Qualifications

• 3+ years of hands-on experience in retail construction management, interior design/fit-outs, or facility management.
• Proven track record in site feasibility assessments, cost estimation, vendor tender processes, and project handovers.
• Professional fluency in English (written and spoken).

Hard Skills & Technical Competencies

• Singapore Statutory & Safety Knowledge: Practical understanding of local codes and submissions (BCA, SCDF/FSSD, WSH/MOM, PUB, EMA) and landlord fit-out regulations.
• Project & Cost Management: End-to-end execution of construction projects, budget management, and cost estimations.
• Construction & Site Operations: Strong knowledge of construction procedures, interior fit-out processes, quality control (QC), and local construction safety standards.
• Facility Management: Experience coordinating external maintenance contractors and overseeing multi-store facility operations across operational retail spaces.
• Technical Visualization: Proficiency in reading and interpreting 2D and 3D visualization drawings and plans.
• Negotiation & Vendor Management: Demonstrated ability to negotiate contracts, manage tenders, and handle both internal and external stakeholders.

Soft Skills & Work Style

• Meticulous & Detail-Oriented: Sharp eye for quality control, safety compliance, and finishing details during site handovers.
• Multitasking & Organization: Ability to prioritize and balance multiple store projects simultaneously in a fast-paced environment.
• Interpersonal Communication & Collaboration: Strong networking and stakeholder management skills to liaise effectively between ops leaders, contractors, and internal teams.
• Problem Solving & Decision Making: Proactive mindset to assess on-site risk factors and make sound, timely decisions.
• Adaptability & Performance Orientation: High drive to achieve results in changing conditions and site dynamics.

• Hands-on proficiency with 3D modeling software
