The Role

This position will act as the Owner’s Representative and will be responsible for overseeing and coordinating all aspects of construction controls throughout the project lifecycle. Ensuring that construction projects are executed on schedule, within budget, and in alignment with the required quality and safety standards.

  • Collaborate with the Owner to define project objectives, functional requirements, budget constraints, performance targets, and quality/safety standards
  • Assist in developing scopes of work (SOWs) and Requests for Proposals (RFPs), and participate in the vetting and selection of project team members
  • Lead and coordinate appointed vendors, suppliers, and manufacturers in delivering site logistics, early site works, permitting, and construction activities
  • Ensure all deliverables meet Owner-specified requirements, including quality, schedule, installation standards, commissioning (CxA), logistics planning, and close-out documentation (e.g., warranties, spare parts, maintenance agreements)
  • Support the development and use of a comprehensive Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) to enable effective cost and schedule management
  • Monitor construction progress against the approved schedule, conduct regular site inspections, and provide detailed progress reports to the Owner
  • Review design documents at each stage (schematic, development, construction) to ensure alignment with project goals and constraints
  • Provide input on constructability and value engineering opportunities to optimize cost and build efficiency
  • Integrate inputs from internal Owner stakeholders (e.g., facilities, IT, operations) into the design and execution phases
  • Serve as the central point of contact between the Owner, contractors, consultants, vendors, and regulatory bodies to ensure clear and transparent communication
  • Proactively identify and mitigate risks (e.g., site conditions, regulatory changes, material availability)
  • Address emerging issues and conflicts promptly, guiding resolution while prioritizing the Owner’s interests
  • Ensure design deliverables align with permitting and procurement timelines
  • Assist in facilitating site-specific permitting processes and ensure compliance with project manuals and regulatory requirements
  • Provide recommendations for corrective actions or recovery plans as needed
  • Conduct post-project reviews to capture lessons learned and identify areas for improvement in future projectsValidate inspection requirements and carry out inspection activities at worksites including suppliers, warehouses, etc
  • Witness/review of testing activities in compliance with Inspection and test plan requirements
  • Verification that appropriate approvals are in place prior to commencement of specific works (e.g. weld procedures are approved, welder certification, etc.)
  • Review and endorsement of quality records raised as an output from manufacturing and installation processes.
  • Generation of inspection and progress reports as required
  • Final inspection release and issue of inspection release notes
  • Report any inspection deficiencies and queries to the project quality team
  • Verification that inspection test equipment is fit for purpose and calibrated prior to us
  • Verification of equipment storage and preservation in line with manufacturer's recommendations
  • Provide support to as-building processes and handover for completions
  • Assist in auditing of suppliers as required

Ideally you will have:

  • Diploma or bachelor’s degree in electrical or a related field
  • Min of 10 years of experience in inspection or construction QA/QC roles
  • Inspection certificate in a relevant discipline (e.g. welding/electrical/mechanical) from a recognized industry or national body (essential)
  • Radiographic interpretation certificate (piping welding inspectors only – desirable)
  • Quality auditor qualification by a recognized industry body (desirable)
  • Experience in data center or critical infrastructure projects is highly preferred
  • Familiarity with inspection tools, construction management software, and mobile inspection apps.
  • Excellent attention to detail, problem-solving, and communication skills
  • Good command in English and Thai Communications
