Position Information

TxDOT's Beaumont District is looking to add to our team of dedicated Construction Inspectors. Oversees inspection of construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as a consultant regarding work progress and problem resolution. OR Oversees statewide oversight activities for construction projects; acts as a consultant regarding work progress and problem resolution and/or provides statewide technical assistance and training in support of implementation, oversight and review of Site Manager activities.

Trains others. May lead the work of professional and technical employees. Responsible to a licensed professional engineer who has full authority for final approval of all engineering-related work. May perform material tests/manufacturing process inspections at fabrication sites. Work requires contact with other governmental agencies and private entities to include contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Construction Inspector IV:

  • Composes correspondence, reports and supporting documents; files; orders supplies and equipment.
  • Coordinates programs and projects to enhance efficiency and streamline operations.
  • Analyzes procedures to identify deficiencies and recommends improvements to management.
  • Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications.
  • Oversees construction record-keeping activities; recommends payments to contractors; recommends change orders, extra work orders/supplemental agreements; reviews proposed change orders submitted by consultants; prepares reports.
  • Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
  • Resolves differences in interpretation of plans and specifications.
  • Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications.
  • Documents work progress and issues arising throughout scope of project.
  • Mentors and develops technical employees in test and inspection procedures and material specifications.

Construction Inspector V:

The essential duties for this job include those listed above and the following:

  • Performs engineering-related planning, design, data collection, inspections, assessments, analysis, and review activities for plan development.
  • Trains and makes training-related recommendations to staff on new operations.
  • Analyzes procedures to identify deficiencies and recommends improvements to management.
  • Conducts project reviews and coordinates inspections with various inspectors and other district/division project managers.
  • Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and materials meet required standards.
  • Ensures inspectors turn in monthly estimates in an accurate and timely manner to facilitate payments to contractors.
  • May assist in planning and coordinating office operations.
  • Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards; inspects barricades; as required moves traffic control devices and barricades.
  • Coordinates inspection schedules, traffic control needs, and access issues directly with district personnel.
  • Trains and mentors less experienced inspectors on work methods.

Minimum Qualifications:

Education High School Grad or Equivalent in general high school studies.

Experience

Construction Inspector IV: 3 years of experience in construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. (Experience can be satisfied by full time or prorated part time equivalent).

Construction Inspector V: 4 years of experience in construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. (Experience can be satisfied by full time or prorated part time equivalent).

Related college education or relevant technical training may be substituted for experience on a year per year basis Substitutions for Minimum Qualifications

Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle.

  • Works frequently in small/crawl spaces; manholes; areas that can cause claustrophobia

  • Reaching-extending hand(s) and arm(s) in any direction

Construction Inspector V:

The physical requirements for this job include those listed above and the following:

  • Subject to outside environmental conditions; no effective weather protection
  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
  • Required to wear protective gear-respirator, hard hat, or other device
  • Kneeling-bending legs at knee to come to a rest on knee(s)
  • Standing-prolonged periods of time
  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another
