Position Information The Big Spring Area Office is looking for a Construction Inspector to help oversee construction projects in the Big Spring Area and surrounding counties for the Abilene District. Construction Inspectors perform detailed inspections and project management for highway construction projects of widely varying size and scope, from major interstate reconstruction, highway rehabilitations, bridge replacements, pedestrian upgrades, and much more. Position Description

Construction Inspector I:Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and/or complex projects within a district or conduct statewide construction inspection activities for ongoing airport improvement projects. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact

with contractors. May perform materials tests and manufacturing process inspections at fabrication sites. [Employees at this level establish their own work plan and priorities to meet set objective.]The Essential Duties for the Construction Inspector I include:Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections.Attends pre-construction meetings and answers questions from contractors and other attendees.Calculates payments due contractors for work completed.Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications.Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards; inspects barricades; as required, moves traffic control devices and barricades.Observes and inspects ongoing construction work.Oversees construction record-keeping activities; recommends payments to contractors; recommends change orders, extra work orders/supplemental agreements; reviews proposed change orders submitted by consultants; prepares reports.Prepares monthly and final estimates.Resolves differences in interpretation of plans and specifications.Documents work progress and issues arising throughout scope of project.Performs other job responsibilities as assigned.

Additional duties for the Construction Inspector II include:Handles problem calls from producers, suppliers, inspectors and construction project field personnel.Interprets plans and specifications and negotiates with producers and suppliers to resolve differences.Prepares and reviews correspondence.Coordinates inspection schedules, traffic control needs, and access issues directly with district personnel.Analyzes procedures to identify deficiencies and recommends improvements to management.Conducts project reviews and coordinates inspections with various inspectors and other district/division project managers.Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.Serves as a lead worker or project leader.Performs other job responsibilities as assigned.Additional duties for the Construction Inspector III include:*Ensures prompt notification and/or repair of any deterioration or damage that could be hazardous to the traveling public or more costly to repair if neglected.*Performs engineering-related planning, design, data collection, inspections, assessments, analysis, and review activities for plan development by others.*Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications.*Mentors and develops technical employees in test and inspection procedures and material specifications.Conducts project reviews and coordinates inspections with various inspectors and other district/division project managers.May assist in planning and coordinating office operations.Serves as a lead worker or project leader.Trains and mentors less experienced inspectors on work methods.Performs other job responsibilities as assigned.

Minimum Qualifications for Construction Inspector I:Education: High School Grad or Equivalent in general high school studies.

Experience: NONEMinimum Qualifications for Construction Inspector II:Education: High School Grad or Equivalent in general high school studies.

Experience: *1 YEAR construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. (Experience can be satisfied by fulltime or prorated parttime equivalent.) Related college education or relevant technical training may be substituted for experience on a year per year basis. No supervisory experience required.Minimum Qualifications for Construction Inspector III:Education: High School Grad or Equivalent in general high school studies.

Experience: *2 YEARS construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection;

or transportation engineering support related experience.

(Experience can be satisfied by fulltime or prorated parttime equivalent)Licenses and/or Certifications required for both levels:Valid Driver License. This position requires driving a state vehicle.404: Mandatory: Safety Impact Certificate
