Job Description

Title of the Position: Construction Governance Manager

  • Position Type: Managerial
  • Location: Naucalpan, Estado de México
  • Work Hours: Full-time, standard hours.
  • Profile: Bachelor’s degree in Civil Engineering, Architecture, Architectural Engineering or a related field. 3 years of relevant experience in industrial construction, capital projects and technical compliance. Knowledge of construction regulations and permitting frameworks applicable to industrial projects in Mexico.

  • Job Overview:

The Construction Governance Manager ensures that construction projects and contractor activities comply with internal standards and applicable labor, safety, environmental and regulatory requirements. The role oversees permitting, risk assessment, contractor governance and safety programs across the project lifecycle. It also supports facility integrity planning and provides clear compliance guidance to project, engineering and construction teams

  • Key Responsibilities:
  • Ability to review architectural, civil, structural and electrical plans, technical specifications and construction proposals.
  • Working knowledge of contractor qualification, site-access controls, document validation and construction compliance processes.
  • Knowledge of the State of Mexico Administrative Code, Book Five; applicable municipal construction and urban development regulations; land-use authorizations; State Impact Assessments; operating permits; and Civil Protection requirements.
  • Knowledge of Mexican Official Standards for construction safety and health, workplace buildings and facilities, fire prevention and protection, work at heights, and electrical installations, including NOM-031-STPS-2011, NOM-001-STPS-2008, NOM-002-STPS-2010, NOM-009-STPS-2011 and the applicable NOM-001-SEDE standard.
  • Familiarity with applicable National Water Commission requirements for water supply, wastewater discharge, drainage and sanitation, as well as Federal Electricity Commission technical requirements for electrical service and infrastructure.
  • Professional English proficiency.

Job Qualifications

  • Hard Skills:
  • Knowledge of structural design principles, fatigue analysis, corrosion, and mechanical failure.
  • Contractor management expertise.
  • Legal knowledge of relevant regulations and standards (NOMS, RCCDMX, ASCE, ACI, ASME, etc.).
  • Risk analysis and mitigation techniques.
  • Certifications related to hazardous work and safety systems (heights, confined spaces, welding, ergonomics, chemicals).
  • Soft Skills:
  • Influence and accountability without direct authority.
  • Clear and concise communication.
  • Strong organization and prioritization.
  • Proactive ownership and consistent follow-through.
  • Collaborative problem-solving.
  • Adaptability in complex and changing environments.

  • Nice to Have Skills:
  • Experience implementing systemic legal compliance programs.
  • Knowledge of security regulations for Mexico, USA, and Europe.
  • Environmental and Civil Protection regulatory knowledge.
