Who are we looking for?

Our Saipan team is growing! Our team in the island of territory of Guam is looking for a Construction Engineer / Inspector to support engineering projects and assist in construction inspection and construction management for our multiple projects. Assignments may include multi-disciplinary building projects, utility projects, as well as coastal, environmental, and other work throughout the region.

ou will perform engineering duties in planning, designing, and overseeing construction and maintenance of building structures, and facilities, such as roads, railroads, airports, bridges, harbors, channels, dams, irrigation projects, pipelines, power plants, and water and sewage systems.

Responsibilities will include:

  • Collaborating and providing project oversight by maintaining communications between project teams, clients and contractors to deliver projects on time, at or under budget, and to the client’s expected standard of quality
  • Serving as project contact and maintaining a strong client relationship
  • Adhering to and advocating for health and safety protocols
  • Assisting in the review and development engineering designs for buildings, utilities, and sites
  • Assisting in the preparation of quantity estimates
  • Preparing technical reports and engineering studies
  • Providing input concerning constructability and biddability during design and developing project construction schedules and budgets
  • Overseeing construction contractor’s compliance with all requirements of project design specifications and drawings
  • Reviewing and responding to contractor Requests for Information (RFIs), coordinating RFIs with design engineers, and developing submittal review/analysis with recommendations
  • Conducting Quality Assurance (QA) of a construction contractor’s Quality Control (QC) program
  • Monitoring compliance with construction environmental protection requirements
  • Processing construction contractor pay estimates; make appropriate recommendations to client on payment issues
  • Maintaining document control including processing all project correspondence, documents, and drawings; preparation of various technical reports
  • Coordinate inspections of construction contractor’s work and assist in preparing reports of findings
  • Preparing daily reports documenting construction contractor progress, including documenting construction contractor personnel and equipment
  • Providing appropriate responses and/or recommendations on construction issues; consult with engineering staff on technical matters
  • Assisting with the review and negotiation of Change Orders on behalf of the client and coordinating with the Design Engineer, as required
  • Conducting and coordinating project closeout activities
  • Assisting in coordinating equipment and process startup, testing, and optimization
  • Contribute toward maintaining project requirements for safety, quality, productivity to ensure they are maintained throughout the duration of the project

Additional Responsibilities

  • External Communications: Help others get the most out of external communications systems by offering support and advice.
  • Construction Management: Supervise others on a construction project, working within established operational systems.
  • Health, Safety, and Environment: Follow the organization's health, safety, and environment (HSE) policies, procedures, and mandatory instructions to identify and mitigate environmental risks and risks to the well-being of self and others in the workplace; instruct the team in safe working methods; identify instances of risky behaviors within the team and take appropriate action, escalating serious issues as appropriate.
  • Work Scheduling and Allocation: Assign short-term work schedules to a team of subordinates in order to achieve expectations while following established timelines.
  • Organizational Capability Building: Provide coaching to team members to develop their skills.
  • Operational Compliance: Identify, within the team, instances of noncompliance with the organization's policies and procedures and/or relevant regulatory codes and codes of conduct, reporting these instances and escalating issues as appropriate.
  • Client & Customer Management (External): Help senior colleagues manage client and customer relationships by using relevant sales or client systems.

Education:

  • Bachelor’s degree from an ABET Accredited program in Civil Engineering, Structural Engineering, Mechanical Engineering, Construction Management, or equivalent degree

Qualifications:

  • Minimum of 3 years of professional engineering experience with exposure site development, Water/Wastewater, building, industrial and related projects.
  • Registered Engineer-in-Training.
  • Have a current NAVFAC and USACE Construction Quality Management (CQM) course certificate.
  • Professional Engineering License in Guam or ability to obtain Guam Professional Engineering License within 2 years desired. Other state engineering registrations may be considered.
  • Must be a US Citizen

The Ideal candidate would have the following skills:

  • Familiarity with and ability to read and interpret contract plans and specifications, construction schedules, and cost estimates.
  • Proficiency in general engineering and construction principals, including buildings, sites and utilities, building systems, land surveying, material science, and geotechnical/geology.
  • Proficiency in Microsoft Office, Microsoft Project, Microsoft Powerpoint and ability to use or learn construction management software applications such as Procore.
  • Basic competency in the use of AutoCAD Civil 3D is desired but not required
  • Strong proficiency in written and oral communication in English
  • Ability to work independently and as either a member or a leader of a team
  • Dedication, enthusiasm, and high ethical standards
