Parsons is looking for an amazingly talented Construction Director to join our team!
We are seeking a highly experienced Construction Director to provide strategic leadership, executive oversight, and delivery management for a major Airport, Infrastructure, and Airfield Development Project.
The successful candidate will be responsible for leading all construction delivery activities across the program, ensuring safe, efficient, and successful execution of complex airport infrastructure works including passenger terminals, concourses, runways, taxiways, cargo aprons, aircraft stands, external infrastructure, utilities, airport buildings, and associated facilities.
The Construction Director will provide executive-level leadership to construction management teams, contractors, consultants, and project stakeholders, ensuring compliance with project objectives, contractual requirements, quality standards, safety expectations, and airport operational requirements.
The role requires extensive experience delivering mega-scale infrastructure projects, strong leadership capabilities, proven contractor management skills, and the ability to manage complex construction programs within a Delivery Partner, PMC, EPC, or client-side environment.
What You'll Be Doing
1. Construction Leadership & Strategic Direction
- Provide overall leadership and strategic direction for all construction delivery activities across the airport development program.
- Establish construction management strategies, execution plans, and delivery objectives.
- Lead construction management teams, discipline leads, site teams, and technical support functions.
- Ensure construction activities are aligned with project goals, schedule requirements, budget objectives, and operational readiness targets.
- Provide executive guidance to Project Directors and senior leadership on construction matters.
2. Construction Program Management
- Oversee delivery of major airport construction works including:
- Passenger terminals and airport buildings.
- Runways and taxiways.
- Cargo terminals and logistics facilities.
- Aircraft aprons and parking stands.
- Roads and external infrastructure.
- Utility networks.
- Airport operational and support facilities.
- Monitor overall construction progress against approved schedules, milestones, and contractual obligations.
- Lead recovery strategies for delayed activities and implement mitigation measures.
- Ensure effective construction sequencing and resource planning.
3. Contractor & Delivery Management
- Provide leadership and oversight of main contractors, subcontractors, and specialist suppliers.
- Ensure contractors deliver works in accordance with approved:
- Construction methodologies.
- Project specifications.
- Quality requirements.
- Safety standards.
- Contract obligations.
- Lead contractor performance reviews and construction progress meetings.
- Manage escalation and resolution of major construction challenges.
- Ensure effective coordination between multiple contractors and work packages.
4. Construction Quality & Technical Governance
- Establish construction quality objectives and governance processes.
- Ensure construction works comply with:
- Project specifications.
- Approved designs.
- International standards.
- Client requirements.
- Regulatory requirements.
- Oversee QA/QC management strategies and technical assurance activities.
- Review major technical issues, non-conformances, and corrective action plans.
- Promote continuous improvement and lessons learned across construction activities.
5. Health, Safety & Environmental Leadership
- Provide visible leadership in promoting a strong HSE culture across the project.
- Ensure construction activities comply with project HSE requirements and airport safety regulations.
- Oversee implementation of:
- Construction safety plans.
- Risk assessments.
- Emergency response procedures.
- Environmental management plans.
- Support initiatives to achieve industry-leading safety performance.
- Ensure operational airport safety requirements are maintained throughout construction.
6. Stakeholder & Interface Management
- Act as a senior construction representative with:
- Client representatives.
- Airport authorities.
- Government agencies.
- Contractors.
- Consultants.
- Utility providers.
- Specialist suppliers.
- Lead strategic construction coordination meetings.
- Manage complex interfaces between:
- Civil works.
- Buildings.
- MEP systems.
- ICT systems.
- Airfield systems.
- Utilities.
- Airport operations.
- Ensure timely resolution of construction interface challenges.
7. Construction Planning & Project Controls
- Oversee development and implementation of construction execution plans.
- Monitor construction performance against:
- Project schedules.
- Key milestones.
- Productivity targets.
- Resource requirements.
- Coordinate with project controls teams regarding progress reporting, forecasting, and risk management.
- Review major construction risks and establish mitigation strategies.
- Support decision-making related to cost, schedule, and delivery priorities.
8. Operational Readiness & Handover Management
- Ensure construction delivery supports airport operational readiness requirements.
- Oversee testing, commissioning, completion, and handover activities.
- Coordinate with operations, facilities management, and asset teams.
- Ensure readiness of:
- Terminals.
- Airfield facilities.
- Airport systems.
- Support infrastructure.
- Support successful project closeout and transition into operations.
9. Executive Reporting & Governance
- Provide regular construction performance reports to senior project leadership.
- Present construction status, risks, opportunities, and mitigation strategies.
- Maintain oversight of construction KPIs and delivery performance.
- Support executive decision-making through accurate technical and commercial information.
- Ensure effective governance and reporting structures are maintained.
What Required Skills You'll Bring
Education
- Bachelor's Degree in Civil Engineering, Construction Management, Engineering Management, or related discipline
- Master's Degree in Engineering Management, Construction Management, or Project Management is preferred.
Experience
- Minimum 25 years of experience in construction management and delivery of major infrastructure projects.
- Proven experience leading construction delivery for:
- International airports.
- Aviation infrastructure.
- Mega transportation projects.
- Large-scale infrastructure programs.
- Extensive experience managing complex construction environments involving multiple contractors, consultants, and stakeholders.
- Demonstrated experience in senior leadership roles such as Construction Director, Project Director, or equivalent.
- Experience working within:
- Delivery Partner environments.
- PMC organizations.
- EPC projects.
- Client-side project management teams.
Skills & Knowledge
- Extensive knowledge of construction management principles, methodologies, and best practices.
- Strong understanding of airport infrastructure delivery requirements.

- Experience with international construction standards and contract frameworks.

- Professional Engineer (PE), Chartered Engineer (CEng), or equivalent professional registration.
