The Harris County Flood Control District’s (District’s) core mission is to mitigate the risk of flooding in Harris County, which has a population of over 5 million and includes the City of Houston, the fourth-largest city in the United States. The District’s responsibilities extend to approximately 1,500 channels spanning nearly 2,500 miles, over 60 regional stormwater detention basins covering more than 10,000 acres, and several wetlands mitigation banks.
What you will do at Harris County Flood Control District:
The District is seeking qualified candidates for the Construction Data Analyst position, which will support Countywide implementation of the Harris County Worksite Safety Policy ("Policy"), adopted by Commissioners Court on November 13, 2025, by managing, analyzing, and reporting safety data. This position provides analytical support to the Safety Compliance Manager, Safety Inspectors, departmental leadership, and the Department of Economic Equity and Opportunity (DEEO), in its role as County Safety Monitor under the Worksite Safety Policy, by identifying trends, forecasting risks, and generating routine and ad hoc reports for executive review.
The Data Analyst works collaboratively with project managers, safety personnel, and contractors to ensure timely, accurate data exchange, alignment with County reporting and retention standards, and integration of safety data into contractor evaluations and procurement decisions, supporting a data driven safety culture and strengthening long term compliance across County construction operations.
Essential Functions and Duties:
Safety Data Management
- Creates and implements effective data collection processes to gather relevant information from diverse sources, including safety information from construction worksites, County Safety Inspectors, contractor reports, and worker complaints, ensuring the accuracy and completeness of the data.
- Analyzes complex safety datasets to uncover patterns and insights related to workplace injuries, violations, near-misses, and contractor safety performance that can inform policy improvements and enhance worker safety.
- Performs data cleansing and validation on OSHA 300 logs, inspection checklists, incident reports, and contractor certifications to uphold data integrity and ensure accurate safety performance tracking to drive informed decision-making, improve contractor accountability, and support County safety oversight.
Safety Data Reporting
- Presents safety data findings to the County Worksite Safety Committee, department leadership, and other stakeholders, translating complex safety metrics into clear visualizations and narratives for easy understanding to support decision making and policy adjustments.
- Develops and maintains interactive dashboards, databases, and reporting systems using Power BI and other data visualization tools to track key safety metrics and relevant information, including worksite visits conducted, inspection findings, training requirements, stop-work events, escalations, incident investigations, safety issues identified and resolved, corrective actions, contractor compliance rates, injury/illness incidents, and heat illness prevention measures.
- Ensures adherence to data governance, privacy regulations, and recordkeeping requirements while safeguarding confidential worker complaint information
- Compiles and analyzes data for mandatory quarterly worksite safety reports to the Commissioners Court, including metrics on inspections, violations, corrective actions, worker injuries/illnesses, and identifiable causes of incidents.
Collaboration and Other Support
- Supports the development and tracking of contractor safety performance data for use in future contract awards and evaluation processes.
Additional Responsibilities and Duties
- Assume additional responsibilities as required, adapting to the evolving demands, responsibilities, needs, and objectives of the District.

Examples of duties
Education:
- Requires a Bachelor’s degree in data science, Statistics, Computer Science, Business Analytics, or a related field.
- An equivalent combination of technical training and directly related data experience (minimum 4 years) may substitute for the educational requirement.
Licensure:
- Valid Class "C" Texas Driver’s License
Knowledge Skills, and Abilities:
- Excellent written and verbal communication skills, capable of conveying technical information to non-technical audiences effectively.
- Strong attention to detail and a commitment to ensuring data accuracy.
- Knowledge of databases (e.g., SQL, NoSQL), data models, and querying large datasets.
- Knowledge of descriptive and inferential statistics, including hypothesis testing, regression analysis, and probability.
- Knowledge of developing and maintaining dashboards for performance tracking, with the ability to evaluate data from various perspectives

- Ability to analyze and solve problems, with expertise in interpreting complex data and identifying key insights.
- Ability to work independently, prioritize tasks, and manage multiple projects simultaneously.

Qualifications
Experience:
- Data-related work experience in the field of construction. (Preferred)
- Four (4) years of data-related work experience. (Preferred)
