The Construction Compliance Coordinator in the Environmental Services Section is responsible for assisting the MassDOT-Highway Construction Program with maintaining environmental compliance on projects in the pre-construction, active construction, and post-construction phases. This position will include working with staff wetland scientists / environmental analysts, project managers, contractors, engineers, and other members of the Highway Division, and private sector consultants, to secure, amend, and maintain compliance with all applicable environmental permits while supporting construction schedules and project close-out. The work associated with this position includes environmental impact analysis, permit and/or amendment application review, review of constructed mitigation monitoring reports, field work to evaluate construction period environmental issues and facilitate solutions, collaboration with internal and external stakeholders to develop innovative solutions to complex problems, and analyzing construction-period stormwater management to maintain compliance on projects.

Duties and Responsibilities

The incumbent of this position is responsible for performing the following duties:

  • Supporting the unit supervisor in the direct supervision and training of staff and ensuring Highway Division project compliance with applicable state and federal wetlands and water resources laws, regulations, and policies.

  • Ensure compliance with all other applicable environmental regulations for active construction projects that the incumbent and/or their staff are assigned to. This involves performing environmental reviews for proposed plan changes and carrying out, or overseeing staff that carries out, updates to existing permitting or securing new permitting.

  • Serve as the Environmental Project Manager for active construction projects. This involves analyzing permitting and contract requirements to understand regulatory obligations and:

    • Ensure those obligations are met by the appropriate parties and timeframes.

    • Facilitate solutions for and track construction period compliance issues.

    • Handle complex permitting close out processes.

    • Track the construction of in-kind mitigation to ensure the areas are constructed correctly and are meeting regulatory performance standards.

  • Perform site visits to analyze construction period compliance issues. This may include proposed new work, addressing regulator feedback, and resolving construction-period stormwater management issues.

  • Understand the most recent Construction General Permit and construction-period stormwater best management practices in order to advise construction team members and review stormwater management plans.

  • Perform in-house technical services including: preparation of accurate letters, permit amendments and applications, and reports and memoranda. Perform review of wetland mitigation and monitoring reports, functions and values assessments, stormwater management reports, and design submissions for Design-Build projects. Ensure all work is technically accurate, complete, and on time.

  • Coordinate with consultants, contractors, other MassDOT Divisions and Districts, the environmental agencies, and the public.

  • Oversee consultant contracts by negotiating assignments, ensuring clear direction to consultants on MassDOT Highway Division and regulatory requirements, and reviewing work to ensure it meets expectations.

  • Track regulator compliance with interagency agreements and ensure performance criteria are met.

  • Provide technical assistance, design reviews, and trainings to the Department on regulations and other environmental compliance topics. Facilitate and/or participate in working groups to analyze complex issues for the Division and implement solutions.

  • Represent the Highway Division at Public Hearings, meetings, and conferences with Federal, State, and local officials, and maintain professional representation for the Division.

This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.

Minimum Entrance Requirements

Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

Substitutions

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience. *

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience. *

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. *

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
