
Role Purpose
Save the Children International Cambodia is one of the Executing Entities for “Building the Climate Resilience of Children and Communities through the Education Sector Project (BRACE)”, which is funded by the Green Climate Fund (GCF). The BRACE is a five-year project that will be co-executed by Save the Children in Cambodia and the Ministry of Education, Youth and Sport (MoEYS).
The BRACE project focuses on enhancing the climate resilience of the education sector and addressing risks and impacts from droughts, heat stress, and floods.
The Construction Advisor will provide technical leadership and oversight for school retrofitting activities under the BRACE project. This role ensures that construction outputs and outcomes meet climate-resilient standards, comply with Cambodian regulations, and align with project objectives. The construction advisor is a member of the BRACE Project Management Team, responsible for leading technical assessment, technical designs/drawings of school construction – both floating and onshore buildings and facilities – verification of site selection, development of Specifications and Bills of Quantity (BoQ), costings, and quality control to construction projects in compliance with construction standards of Save the Children, the government and donor. S/he will support the Supply Chain Team in preparation of Bids, CBA and Evaluation, selection of qualified constructors and technical orientation to the constructors, relevant staff and stakeholders in compliance with SCI and donor compliance. S/he will ensure child participation, child safeguarding, child-friendliness, gender, disability, environment, safety and protection, and resilient construction to climate risks are well integrated in all construction processes.
The post holder is also responsible for developing monitoring tools and orienting the school management committee, field engineer and project team in Kampong Cham, Kampong Chhnang and Koh Kong provinces for construction quality to meet all school resilience standards. The position holder will supervise one field engineer, based in a remote province.
In the event of a major humanitarian and emergency response, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
