Job Description

RER Solutions, Inc. is accepting resumes for a Congressional Affairs - Advisor to advise executive/senior management of the Department of Energy's Energy Dominance Financing Office (EDF) on all aspects of identification and resolution of Congressional affairs issues, engagement methods, and strategies. This role will support all of the inherently governmental functions of the congressional affairs team.

RESPONSIBLE

  • Support development and implementation of the organizational vision that integrates key program goals, priorities, values, and interests for Congressional and governmental stakeholders.
  • Support the Chief of Staff and Chief Operations Officer, coordinating with the Office of Intergovernmental and Congressional Affairs (CI) and other offices as appropriate to prepare program notifications, statements, testimony, and briefings.
  • Support programs' relationship to Congress through the coordination of Congressional briefings, responses to inquiries, and development of strategies to promote the client through legislation.
  • Support notifications to Congress regarding program and deal updates, as required.
  • Work with a variety of internal and external interested parties and review agency- and program-developed materials; lead the creation and dissemination of information materials to Congressional and other governmental stakeholders and obtain feedback on the effectiveness of the developed materials.
  • Interpret and assess the legislative affairs program and activities to continuously promote and facilitate communication between the agency, Congress, other federal, state, and local elected officials on program-related matters, activities, or issues.
  • Evaluate the effectiveness of information and communication programs in furthering the agency and organization goals.
  • Integrate analytical methods collected from a variety of sources, and review reports and legislation related to clients and various stakeholders.
  • Synthesize facts to summarize, evaluate, develop, and provide program recommendations to leadership on the best way to propagate information, which will increase the quality and awareness of programs and benefits to all stakeholders.
  • Help prepare leadership to manage and represent the client at public events, including program offices' external activities, and engage nongovernment and government stakeholders such as Congress, State and local governments, and community leaders.
  • Support liaison with representatives of Congressional staff, elected officials and their staff, civic, professional, or other groups, and coordinate the client response to inquiries and other requests for information and assistance.
  • Attend high-level staff meetings with client senior management and may act on their behalf within assigned areas of responsibility.
  • Participate in meetings held in the Office of the Director, providing preparatory support from staff as needed, and monitor the results of these meetings.
  • Provide the agenda for regularly scheduled staff meetings, as appropriate.
  • Act as liaison for the client with key agency officials and other Federal, State, and local branches of government, including members of Congress and their senior aides, with respect to matters affecting the client.
  • Supervise a staff of Legislative Affairs professionals and contractors to achieve the goals and objectives of the function and meet the external and internal communication needs of the client.
  • Coordinate the workload of staff to ensure the diverse scopes of actions managed within the function are addressed effectively by frequently changing priorities and timeframes and varying workloads.
  • Continuously seek ways to eliminate or reduce significant bottlenecks and barriers to production, promoting effective team relationships and improved business practices.

Requirements

  • Minimum of US Citizenship required to obtain client-issued Public Trust
  • Comprehensive knowledge of DOE/CI goals and objectives and DOE organizations, programs, and mission in performing legislative research.
  • Skill in preparing in-depth analytical reports for use by key officials and applying fact-finding methodology and in establishing and maintaining effective working relationships with key Departmental, Congressional, and other officials to achieve the objects of the office.
  • Ability in negotiating complex legislative issues or those with high-level impact upon nature and level of programs.
  • Must have a high degree of tact to deal with politically sensitive subjects with multiple stakeholders and a strong ability to communicate complex concepts, which may be unpopular or controversial.
  • Ability to prepare clear, concise, and timely hearing reports that provide detailed information for review by senior officials.
  • Excellent written and oral communication skills
  • Excellent attention to detail and an understanding of fundamental business writing
  • Expertise in Microsoft Office Products (i.e., Word, Excel, PowerPoint, and Outlook)
