The Configuration Management Specialist supports IT Enterprise Governance by maintaining and improving core governance functions across the Configuration management Database (CMDB), Application Portfolio Management (APM), and Software Asset Management (SAM) domains. This role ensures data accuracy, consistency, and alignment with established frameworks while working within ServiceNow as the primary ITSM platform. The Configuration Management Specialist collaborates with cross-functional stakeholders to process agency requests, perform daily operational updates, contribute to application service mapping activities, and advance best practices for SAM. The position develops and delivers reporting, supports strategic decision-making through data analysis, and assists in maturing enterprise configuration and asset governance.

Key Responsibilities

  • Update CMDB, APM, and SAM records based on agency requests while ensuring accuracy, completeness, and compliance with established governance standards.
  • Perform daily operational maintenance within ServiceNow to support CMDB health, APM inventory accuracy, and SAM lifecycle activities.
  • Collaborate with cross-functional teams—including Technical Owners, Application Managers, Product Owners, Infrastructure teams, Service Owners, and Vendor partners—to drive data quality and process consistency.
  • Support application service mapping efforts by gathering required information, validating relationships, and contributing to standardized mapping practices.
  • Develop, generate, and maintain operational and analytical reporting for CMDB, APM, and SAM to support leadership visibility and decision-making.
  • Contribute to the implementation and refinement of frameworks, guardrails, and best practices across configuration management, application portfolio governance, and software asset management.
  • Participate in audits, attestation cycles, remediation activities, and data quality initiatives to ensure integrity and compliance across all governance datasets.
  • Document findings, update process materials, and maintain clear, concise records to support transparency and repeatability.
  • Provide presentations, dashboards, and updates to stakeholders using ServiceNow reporting, Microsoft PowerPoint, and other visualization tools.
  • Analyze business needs, industry trends, and operational insights to recommend improvements in CMDB, APM, and SAM governance.
  • Continuously learn ServiceNow capabilities, data governance techniques, and best practices within Configuration Management, APM, and SAM.
  • Perform other duties as assigned to support the mission of OMES, partner agencies, and IT Enterprise Governance.

This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is usually mild. Occasional travel may be required.

Minimum Qualifications

Requirements include one to two years of professional experience in a large IT enterprise environment, with demonstrated familiarity in Configuration Management and/or Software or Hardware Asset Management. An equivalent combination of education and experience may be considered, substituting twelve semester hours of coursework in computer science, management information systems, or a related field for each year of the required experience.

Preference will be given to candidates who

  • Familiarity with configuration management principles, CI relationships, data models, and CMDB best practices, including foundational understanding of APM and SAM governance processes.
  • Understanding of IT Service Management (ITSM) frameworks and processes such as Change Management, Incident Management, Asset Management, and Service Request practices.
