ABOUT THE Division

General description

The Information Technology Division is looking for an individual to provide supervisory computer systems analysis, design and operations management for activities of Server and Hybrid-Cloud Administration Services. This individual should have knowledge of Cloud Platforms: AWS (EC2, S3, RDS, Lambda, EKS, ECS), AWS Outposts; Virtualization: VMware vSphere, vCenter, NSX, Nutanix; Operating Systems: Windows Server 2016/2019/2022, RHEL, Amazon Linux; Container Platforms: Red Hat OpenShift, Kubernetes, Docker; Automation Tools: Terraform, Ansible, PowerShell, Bash scripting and Monitoring: AWS CloudWatch, Dynatrace, Splunk , VMware vRealize Suite, Grafana, Prometheus.

Salary Range for Manager VI: $9,916.67 - $10,583.33 monthly
Salary Range for Manager VII: $10,833.33 - $11,250.00 monthly

Work Hours

8AM to 5PM, 40-hour week, Monday – Friday, with occasional work schedule variance when necessary. Occasionally work additional hours based on business peaks. Hours may change based on business need.

Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e. report to office 1 day/month, 3days/week, etc.). Travel reimbursements are not provided for teleworking.

Qualifications

Minimum Qualifications:

• Graduation from an accredited four-year college or university with a bachelor’s degree.

Manager VI:
• Six (6) years full-time progressive experience IT infrastructure team management experience
• Four (4) years of cloud infrastructure system analysis, design and support experience
• Four (4) years of on-premise infrastructure system analysis, design and support experience
• Experience overseeing and supporting the implementation of large Infrastructure projects and initiatives
• Six (6) years’ full-time experience in managing or leading a team.

Manager VII:
• Eight (8) years full-time progressive experience IT infrastructure team management experience
• Six (6) years of cloud infrastructure system analysis, design and support experience
• Six (6) years of on-premise infrastructure system analysis, design and support experience
• Experience overseeing and supporting the implementation of large Infrastructure projects and initiatives
• Eight (8) years’ full-time experience in managing or leading a team.


Preferred Qualifications:

• Graduation from an accredited four-year college or university with a bachelor’s degree in information systems, computer science or related field
• Strong knowledge of AWS services, AWS Outposts deployment and management
• Strong experience with VMware vSphere, vCenter, and hybrid cloud integrations
• Proficiency in Windows Server administration, Active Directory management, Linux system administration across multiple distributions (RHEL, Amazon Linux) and Red Hat OpenShift container platform and Kubernetes
• Experience with contract management, negation and working with procurement and legal services
• Strong experience with Project Management, leading complex IT infrastructure and cloud transformation projects from initiation through delivery
• Strong Change Management and organizational development capabilities
• Excellent communication skills with ability to present to executive leadership
• Experience managing remote and distributed teams
• Demonstrated success in cloud cost optimization and financial governance
• Experience with cloud billing analysis, cost allocation, and budget management
• Understanding of cloud economics and pricing models across multiple platforms
• Ability to translate technical metrics into business value propositions


Substitutions:

One (1) additional year of the full-time minimum experience in cloud platform management and administration may substituted for thirty (30) semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).


Licenses/Certifications (Preferred):

• AWS Solutions Architect Professional or equivalent cloud certifications
• PMP (Project Management Professional)
• ITIL Foundation or equivalent service management certification
• Certified Cloud Financial Management practitioner


In this role you will:

Management and Supervision of others:
• Monitors work performance, conducts evaluations for staff, develops competencies, and resolves employee issues according to agency policy.
• Serves as a model, mentor and motivator to employees.
• Promotes the division mission and core values to Information Technology and your team.
• Demonstrates professional conduct and adherence to agency policies.
• Oversees personnel management activities of IT Infrastructure including hiring staff, employee recognition and development, and disciplinary actions.
• Manages the professional development of personnel through activities such as classroom training, on-the-job training, job rotations, cross training and special assignments and projects.
• Completes required and assigned training prior to due date.
• Participates in overall prioritization for division.
• Develops knowledge of tools and resources needed to perform job responsibilities, standards, policies and procedures.
• Serves as backup to Infrastructure Area Director.

Provides oversight of operations, design, systems analysis and implementation.
• Oversees the design, implementation, and management of hybrid cloud architectures spanning AWS public cloud, AWS Outposts, and on-premises VMware vSphere environments
• Oversees multi-platform operations including Windows Server, Linux distributions, and Red Hat OpenShift container platforms
• Leads migration strategies from legacy systems to hybrid cloud solutions
• Develops and maintains cloud governance frameworks, security policies, and compliance standards
• Ensures high availability, disaster recovery, and business continuity across all platforms
• Oversees support, modifications and enhancements that meet the technical and business needs of the agency.
• Stays informed on latest developments in cloud platforms and applications.
• Utilizes agency ticketing system to enter and track problems and work requests.

Performs ongoing planning functions to meet performance targets and improve operations while following division and agency policy and procedure; plan and develop project and business plans for the section.
• Analyzes existing procedures for efficiency and effectiveness.
• Leads, manages and participates in complex IT projects.
• Establishes and maintains performance measures and communicates expectations to team members.
• Closely monitors progress in meeting goals and key performance measures, develops and implements corrective action plans as required.
• Evaluates section operations to identify short, mid-, and long-term goals and objectives.

Develops and evaluates budget requests and serves as section Contract Manager.
• Supports the development of procurement documents and evaluate vendor responses to solicitations.
• Supports the establishment of service levels for the purpose of contract monitoring.
• Evaluates the performance of vendors on contracts.
• Supports the planning and submitting budget requests and justifications for both capital and non-capital expenditures for primary area of responsibility.
• Implements comprehensive cloud cost management and optimization strategies
• Establishes cost visibility, accountability, and governance across all cloud platforms
• Develops and monitors cloud budgets, forecasting, and financial reporting mechanisms
• Drives cost optimization initiatives including rightsizing, reserved instances, and resource tagging

Performs other duties as assigned.
