About The Division

Fiscal Management (FM) supports the Comptroller’s role as the state’s chief accountant by managing the flow of financial resources and maintaining the state’s books. With nearly 200 staff—including accountants, auditors, analysts, and subject matter experts—FM oversees statewide financial systems, monitors expenditures, enforces spending laws, manages appropriations, and produces key financial reports. The division also supports state agencies, higher education institutions, and the Legislature by providing reporting, research, policy guidance, training, and analysis of legislative impacts. Guided by a philosophy of integrity, innovation, communication, and continuous learning, FM emphasizes strong relationships and recognizes people as its greatest asset.

Work Hours

Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need.

Qualifications

Minimum Qualifications

Education:

Graduation from an accredited college or university with a bachelor’s degree.

Experience:

·Two years of experience with any of the following: accounting and/or processing, overseeing accounts payable, purchase, travel transactions, analyzing and adhering to legislative or technical policies/programs.

·Three years of customer service experience.

Preferred Qualifications

Preferred Experience:

  • One year of experience using TINS or USAS.

  • Experience with stand and deliver training.

  • Experience conducting research and documenting findings.

  • Experience with Automated Clearinghouse (ACH).

  • Experience with the Warrant Hold program.

Substitutions

One additional year of analyzing and adhering to regulatory, legislative, or technical policies/programs, may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

In this role you will:

·Participates in special assignments on direct deposit, payment processing, payment distribution, and the warrant hold program within established deadlines as assigned.

·Works closely with other state agencies, internal departments of our agency, the general public and coworkers to identify research, analyze and resolve specific payment and payee issues using the Texas Identification Number System (TINS) and the Uniform Statewide Accounting System (USAS).

·Performs all the section’s production aspects including payment processing, held payments, payee information updates and reconciling report information in TINS and USAS.

·Provides clear and accurate verbal and written communications to internal and external customers in a professional manner relating to payment processing, payment distribution and the warrant hold program.

·Performs all other related duties as assigned, including but not limited to assisting or serving as an instructor for training courses and attending meetings to provided and gather information.
