About The Division:

Join the Contract Administration & Procurement division as a Procurement and Contract Specialist! Work involves contributing to the establishment goals and objectives, developing guidelines, procedures, policies, training, rules, and regulations for the agency. Maintains data, monitors agency procurement and contract management systems including the agency system of record (CAPPS) as well as other key supplemental systems such as the Contract Repository (in SharePoint) and the supplemental Planning, Procurement, and Contract Management System (in Salesforce).

Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need.

Qualifications

Minimum Qualifications

·Bachelor’s degree.

·3 years of experience with customer service (call center, sales, marketing, hospitality etc.), supply chain management, procurement, grant/contract management/monitoring, or auditing.

·3 years of experience facilitating meetings and work sessions.

·2 years of experience adhering to contract/grant requirements using guidelines, policies, rules, and laws.

·2 years of experience reviewing reports for completeness, appropriateness, and accuracy.

·2 years of experience with contract/grant monitoring experience by examining billings, fiscal data, eligibility determinations for contract/grant compliance.

Preferred Qualifications

·Bachelor’s degree in Business, Public Administration, Supply Chain Management, Procurement, Computer Science, or Law.

·Experience managing high value contracts or conducting procurements (especially Information Technology).

·Experience working with Centralized Accounting and Personnel Payroll System (CAPPS), including the contracts module.

·Experience managing complex workloads, working with large teams, and coordinating/directing teams.

·Experience planning, developing, drafting, managing, or overseeing contract instruments or purchase orders per the guidelines and procedures published in the Texas Procurement Manual and the Texas Contract Management Guide.

·1 year of experience using or working with Salesforce.

Substitutions

·One additional year of experience performing customer service (call center, sales, marketing, hospitality etc.), supply chain management, procurement, grant/contract management/monitoring, or auditing work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

Licenses and Certifications

·Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) must be obtained within 6 months of employment. Both certifications must be obtained within 12 months of employment.

In this role you will:

Planning and Procurement

·Develops and reviews purchases and solicitations for some agency goods and services (furniture, consumables, software, hardware, professional services, etc.), coordinates evaluations, negotiations, and subsequent contract awards.

·Performs contract development and procurement related activities which may include but are not limited to the receipt and processing of requisitions, assessment of business needs, development and review of specifications, development and review of scopes of work, identification and selection of procurement methods, identification and preparation of evaluation criteria, preparation and advertising of solicitation documents, tabulation of respondent bids, evaluation of respondent proposals, negotiation of proposals, and the preparation and completion of contract award documents.

·Enters and reviews procurement data and coordinates the maintenance of associated files.

·Follows and ensures compliance with legislative and regulatory requirements related to CPA procurement transactions including adherence to the State Procurement and Contract Management guide and the HUB program.

Contract Management and Monitoring

·May work with assigned contract managers across agency and maintains provides input for the agency reporting such as status reports, contract closeouts or contract insurance.

·May assist and support purchasers, end-users, and contract managers and/or monitors with select phases of the contract life cycle.

System Development and Analysis

·May provide input and perform user acceptance testing for system, implementation or contribute to the creation of documentation for the Procurement and Contract Management Administration Systems.

Performs other related duties as assigned.
