About The Division
Fiscal Management helps ensure financial resources move where they’re needed to support the state’s goals and the Comptroller’s role as the state’s chief accountant. Minimum Qualifications
Education:
Graduation from an accredited college or university with a bachelor’s degree.
Experience:
·Experience writing Functional Design Documents.
·Experience participating in ERP initiatives.
·Experience supporting ERP systems in a production environment.
Preferred Qualifications
Preferred Education:
Graduation from an accredited college or university with a bachelor’s degree in business, Public Administration, Communications, Computer Science, Computer Information Systems, or Management Information Systems.
Preferred Experience:
·Experience developing requirements, analyzing, designing, developing, testing and implementing components of one or more of the Comptroller’s statewide financial systems (Centralized Accounting and Payroll/Personnel System, Texas Identification Number System, State Property Accounting System and Uniform Statewide Accounting System).
·Experience writing queries via SQL Developer and analyzing data using PeopleSoft FSCM PO module
·Experience working with Texas state government processes, policies, and procedures.
·Experience creating training curricula, conducting training classes, and evaluating training classes or programs.
Substitutions
One additional year of experience with system processing/support or systems analysis work in any one or combination of the following: CAPPS Financials, accounts payable, general ledger, purchasing, billing/accounts receivable, Inventory, asset management, project costing, customer contracts, grant accounting, or planning and budgeting. May substitute for thirty semester hours of education with a maximum substitution of 120 semester hours (four years).
Licenses and Certifications
These classes are in addition to, and do not substitute for, any training requirements at the division or agency level.
PeopleSoft Financials functional certification(s), Project Management Professional (PMP), Certified Public Accountant (CPA), and/or Government Financials certification(s) preferred.
In this role you will:
Provide CAPPS Production core system support:
·Plans, designs, develops, implements, supports, and maintains the information technology security measures to safeguard system information.
·Provide system expertise and functional support throughout the application development and application change processes, including duties associated with integration between CAPPS Financial and other CPA legacy systems, as needed.
·Provide functional support primarily for the CAPPS Purchase Order (PO) module(s).
·Identify problems and propose innovative solutions for all CAPPS modules.
·Develop functional design documents for all required code modifications.
·Coordinates and/or tests and diagnoses systems to ensure critical requirements are met.
·Develop reporting and system requirements.
·Active participation in the Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities.
·Plan and participate in all disaster recovery exercises and serve as an ERG Primary Telework participant.
·Oversees and/or trains staff prior to the implementation of technical and/or systems upgrades and offers advice and guidance during the implementation process.
·Assist the CAPPS Production Support Service Desk team as needed.
·Provides mentorship for Agency Services personnel as opportunities for cross-training and knowledge sharing are presented.
All production support is expected to account for the system interdependencies with other functionality, modules, legacy systems, reporting needs, and overall data integrity.
Provide CAPPS Deployment and Expansion support:
·Perform customer-facing responsibilities in support of the CAPPS Expansion efforts for Central and Hub agencies.
·Analyze agency-specific fits/gaps and determine the impact on agency business processes.
·Perform configuration and prototyping based on direct interaction with designated agency personnel and in accordance with best practices.
·Provide training assistance and User Acceptance Testing support for designated agency personnel.
·Coordinate and perform functional Expansion “go live” cutover activities in concert with technical resources.
·Provide on-site support to designated agencies as assigned.
·Maintain concise and accurate documentation of Expansion analyses and deliverables.
·Communicate complex concepts both verbally and in writing.
·Examples of Deployment and Expansion may include, but are not limited to:

oModule Expansions for additional functionality
oThird-party integrations for additional functionality
Project Management and Special Processing Support:
·Oversees and/or conducts studies and prepares reports that include study findings, recommendations, and instructions for proposed system implementations; formulates logical descriptions of problems; and devises and implements optimum solutions.
·Oversees projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages.
·Coordinates and/or participates in the development and execution of enterprise-level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology road maps.
·May participate in multiple projects.
·Participates in conversion activities.
·Performs all duties within the approved project scope and on schedule according to project milestones, deliverables, and due dates.
·Maintains all documentation in accordance with approved deployment methodology.
