GENERAL DESCRIPTION

The Compliance and Systems Program Manager provides leadership and oversight for agency programs and staff responsible for data systems, compliance, and reporting functions. This position oversees the planning, development, implementation and strategic oversight of various internal data systems for CRP, HYS, and CARS Programs. This position ensures effective system utilization, data integrity, and alignment with program and organizational goals, while supporting cross-agency collaboration and continuous improvement. The position also monitors and administers multiple grants allocated by ARCHES Project to community partners, ensuring compliance with federal, state, and agency requirements. This grant-funded position is renewable based on the continuation of project funding.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION and/or EXPERIENCE

  • Associates degree in Administration, Social Services, or a related field.

  • Two years of experience in administration or program management/coordination in a social services or community service setting.

  • Two years of supervisory experience.

  • Preference will be given to those experience managing/coordinating programs working with vulnerable at-risk populations, including people experiencing homelessness or at-risk of homelessness.

  • Equivalent combination of education and experience may be considered.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Driver qualifications are required for this position. Valid driver license, insured vehicle available for use on the job and a satisfactory drive record for the previous three years are required.

  • Candidate must pass a comprehensive MWVCAA background screening prior to employment.

  • Basic Life Support/First Aid Certification is required within first 30 days of hire.

  • Candidate must pass pre-employment and random drug/alcohol screenings.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Advanced proficiency in computers and software, including Microsoft Word, Excel, Outlook, and data systems, with the ability to oversee and support multiple data and reporting systems.

  • Ability to read, analyze, interpret, and apply technical procedures, and regulations to ensure compliance.

  • Must possess excellent planning, organization, and time management skills.

  • Excellent verbal and written communication skills, including the ability to prepare reports, communicate expectations, and effectively represent the agency with staff, partners, and funders.

  • Possesses highly effective interpersonal skills, with demonstrated ability to effectively communicate with diverse groups orally and in writing.

ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.

  • Oversees the planning, implementation, and ongoing management of agency data systems, including the Need Navigation Information System and other program data platforms, to support program operations, reporting, and compliance.

  • Provides oversight of Homeless Management Information System (HMIS) compliance for ARCHES and the local Continuum of Care, ensuring data accuracy, system adherence, and alignment with HUD and funder requirements.

  • Monitors and administers multiple grants allocated by ARCHES Project to community partners, ensuring contract compliance, accurate data reporting, adherence to funder requirements, and appropriate spend-down rates.

  • Supervises, trains, and supports program staff by establishing expectations, providing coaching and feedback, monitoring performance, and ensuring compliance with program policies and procedures.

  • Develops, implements, and refines program procedures, workflows, and work plans to improve efficiency, consistency, and service delivery.

  • Implements programmatic changes effectively and communicates updates clearly to staff, partners, and other applicable stakeholders.

  • Conducts regular individual and team meetings to review applications, case plans, program progress, and operational challenges.

  • Adjusts program services and procedures based on data analysis, staff input, and participant feedback to support continuous improvement.

  • Prepares and reviews high-quality written reports required by the agency and external funding sources.

  • Ensures compliance with agency reporting requirements and proper use of HMIS in support of program monitoring and evaluation.

  • Models and enforces compliance with MWVCAA safety policies, maintains appropriate professional boundaries, and upholds agency standards of conduct.

SUPERVISORY RESPONSIBILITIES

Directly supervises approximately one to five employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities for this position include interviewing, hiring, and training employees, as well as planning, assigning, and directing their work and appraising their performance. The Program Manager is also responsible for rewarding and disciplining employees when applicable and addressing their complaints.

  • Frequent driving in all weather conditions to perform duties at agency sites or client locations.

  • Regulates emotions and handles pressure of frequent demands for attention, time and work tasks.

WORK ENVIRONMENT

  • Regularly works indoor and outdoor in cold weather, heat and other extreme climate events.

  • Close quarters, often with a public client population experiencing homelessness, substance use disorders, and/or severe and persistent mental illness, and/or unpredictable behavior.

  • Frequent interruptions and demands; frequent noise.

  • Occasional exposure to trash, bodily fluids and malodorous air.

  • Occasional remote work as needed.

  • Ability to work outside of normal business hours, including nights, weekends, and holidays.
