The Distillery Agreements, Matching Fund Revenues, and Capital Projects Compliance Specialist is responsible for monitoring and ensuring compliance related to the Rum Cover Over Program, Rum Company Agreements, and Capital Projects funded through bond issuances by the Virgin Islands Public Finance Authority (VIPFA). This role supports financial oversight, reporting, reconciliation, and compliance with applicable legislation, contracts, and funding requirements.

Examples of duties

Monitoring and Evaluation
  • Track capital projects authorizations and prepare payment requests.
  • Secure documents for the processing of payment for capital project expenditures.
  • Coordinate, track, and prepare IRMF reports and work closely with the Calculation Agents.
  • Prepare and draft calculations of the IRMF advance, True Up, and Supplemental Advances.
  • Determine the amount of investments and timelines as it relate to the investment of capital project funds.
  • Monthly reconcile certain capital projects accounts along with the CFT and IRMF.
  • Calculate and track the Department of Interior (TTB) Rum Cover Over Program to ensure that Funds are distributed in accordance with the Rum Contracts and Legislation.
  • Coordinate with internal and external accountants regarding capital project payments
  • Track gross receipts tax collections
  • Track matching fund revenue collections
  • Collaborates with external accountants, auditors, calculations agent, representatives of the GVI and its instrumentalities, and other stakeholders.
  • Provide capital projects status reports to the Office of the Governor, Lt. Governor, VI Legislature, and all other departments and instrumentalities that have received funding through the VIPFA-issued bonds.
  • Reviews and analyzes payment documents for capital projects for compliance before payments are issued. to verify compliance and identify potential compliance issues.
  • Other related duties as assigned.

Qualifications

Education and Experience:

  • Bachelor’s degree (BS or BA) in Business, Finance, Accounting, or a related field, and

  • A minimum of three (3) years of progressively responsible experience in finance, accounting, auditing, compliance, or a related area

  • An equivalent combination of education, training, and experience may be considered in lieu of the stated requirements

SUPERVISORY CONTROLS
This position reports directly to the Legal Counsel, who supervises all the work and activities surrounding the position. The job performance will be reviewed in accordance with departmental standard operating procedures, regulations, and as detailed in the Virgin Islands Public Finance Authority Handbook.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to lift up to 20 pounds. Must be able to communicate effectively on the phone and in person and speak clearly in order to communicate information. Must be able to have vision that is adequate to read voluminous documents, forms, handbooks and work at a computer screen for at least half the day. Must have high manual dexterity. Must be able to reach overhead and below the knees to work, must be able to bend, sit for an extended period of time, stand, stoop, crouch, reach, knee, twist and turn.
