The Distillery Agreements, Matching Fund Revenues, and Capital Projects Compliance Specialist is responsible for monitoring and ensuring compliance related to the Rum Cover Over Program, Rum Company Agreements, and Capital Projects funded through bond issuances by the Virgin Islands Public Finance Authority (VIPFA). This role supports financial oversight, reporting, reconciliation, and compliance with applicable legislation, contracts, and funding requirements.
Education and Experience:
Bachelor’s degree (BS or BA) in Business, Finance, Accounting, or a related field, and
A minimum of three (3) years of progressively responsible experience in finance, accounting, auditing, compliance, or a related area
An equivalent combination of education, training, and experience may be considered in lieu of the stated requirements
Knowledge, Skills, & Abilities:
Knowledge of auditing and compliance principles
Strong attention to detail and analytical skills
Critical thinking and problem-solving abilities
Research and data analysis skills, including basic data visualization
Strong organizational and time-management skills
Ability to work independently with minimal supervision and collaboratively in a team environment
Ability to handle confidential and sensitive information with discretion
Excellent verbal and written communication skills
Strong computer proficiency, including Microsoft Office applications and Excel
Ability to establish and maintain effective working relationships with employees, external agencies, and stakeholders
Ability to maintain accurate electronic filing systems
Exceptional multitasking capabilities
SUPERVISORY CONTROLS
This position reports directly to the Legal Counsel, who supervises all the work and activities surrounding the position. The job performance will be reviewed in accordance with departmental standard operating procedures, regulations, and as detailed in the Virgin Islands Public Finance Authority Handbook.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to lift up to 20 pounds. Must be able to communicate effectively on the phone and in person and speak clearly in order to communicate information. Must be able to have vision that is adequate to read voluminous documents, forms, handbooks and work at a computer screen for at least half the day. Must have high manual dexterity. Must be able to reach overhead and below the knees to work, must be able to bend, sit for an extended period of time, stand, stoop, crouch, reach, knee, twist and turn.
