Examples of duties

ESSENTIAL FUNCTIONS:(Order of Essential Functions does not indicate the importance of functions.)

  1. Establishes and implements an on-site financial monitoring system in coordination with programmatic staff to ensure sub-recipient compliance determinations are documented and defensible.
  2. Assists in developing new programs before their implementation to ensure compliance issues are considered and accounted for when developing new programs.
  3. Maintains a thorough understanding and knowledge of grant programs awarded to Community Development and Revitalization; and reviews materials to become and remain current on all grants' principles, regulatory requirements, and compliance monitoring quality control best practices.
  4. Designs and implements departmental compliance system to assess compliance with all regulatory requirements.
  5. Reviews grant applications and records for completeness and accuracy, working within the designed departmental compliance system.
  6. Establishes and maintains databases necessary to provide information to management on issues that could create financial exposure for the County.
  7. Designs and conducts all grant monitoring activities, including developing risk criteria, desktop monitoring and on-site monitoring visits of subrecipients, in accordance with 2 CFR Part 200 and applicable program-specific requirements.
  8. Reviews program documents, files, and eligibility determinations for compliance with applicable grant requirements and federal regulations, documenting findings and coordinating corrective action plans with subrecipients and program staff as needed.
  9. Designs and performs quality control (QC) audits of a representative sample of financial documents and reimbursement requests, identifying errors or irregularities and escalating findings to the Deputy Director for resolution.
  10. Coordinates post-award compliance activities through program closeout, including final monitoring visits, audit response support, and documentation of program outcomes and corrective actions.
  11. Leads and directs the Compliance Specialist through selection, orientation, training, performance management, and discipline according to standard operating procedures and County policy.
  12. Establishes and maintains processes to ensure the integrity of all inactive department/division files and plans for storage.
  13. Attends and conducts meetings, conferences, workshops, and training sessions.
  14. Participates in community engagement.

Performs other duties or assumes other responsibilities as apparent or assigned.

Qualifications

  1. Bachelor’s Degree in Business, Accounting, Auditing, or a related field.
  2. A minimum of five (5) years or more of successful experience in grant compliance management, auditing, or the accounting fields.
  3. Supervisory experience preferred.
  4. Must possess a valid SC Driver's license (or obtain one within three (3) months of hire) and meet the requirements of the County’s motor vehicle policy.
