Hong Kong is Reap's home market and the anchor of its regulatory footprint. This role carries statutory accountability for the integrity of Reap's HK AML/CFT programme at a time of significant scale-up, including external audit, scheme remediation and new licensing regimes. The Head of Hong Kong Compliance will keep Reap credible with regulators, auditors and financial partners while enabling the business to grow.
As the Compliance Officer and the Money Laundering Reporting Officer (MLRO) in Hong Kong, you will own Reap's compliance and AML/CFT programme for its Hong Kong entities and act as the appointed Money Laundering Reporting Officer (MLRO) for Reap Technologies Limited and Reap (Remit) Limited (a licensed Money Service Operator) and Reap Digital Services Limited.
This is a senior, jurisdiction-owning role. You will be accountable for regulatory compliance across Hong Kong obligations, including but not limited to AMLO (Cap. 615), DTROP, OSCO, UNATMO and the C&ED MSO licensing regime - while serving as the statutory escalation point for suspicious activity and the primary interface with the JFIU, C&ED and external auditors.
The role will also play a central part in Reap's planned application under Hong Kong's forthcoming virtual asset (VA) dealing services licensing regime, and will own the AML/CFT programme for the licensed VA business once approved.
You will work closely with the global FCC function, the first-line Financial Crime Operations (FCO) team, Product, Operations and Legal to keep Hong Kong's compliance programme robust, scalable and audit-ready as Reap grows.
Act as appointed MLRO for Reap's Hong Kong entities, with direct access to senior management and the board.
Receive, assess and adjudicate internal suspicious activity escalations; decide on and file STRs with the JFIU.
Own post-STR handling, including consent regimes, account restrictions, fund quarantine decisions and law enforcement liaison.
Maintain complete, defensible records of STR decisions, rationale and follow-up actions.
HK AML/CFT Programme Ownership
Own Hong Kong AML/CFT policies, standards and procedures, including the MSO entity's AML/CFT Policy, ensuring alignment with AMLO, C&ED guidelines and FATF standards.
Lead the institutional ML/TF risk assessment for the HK entities and keep it current with product and market changes.
Set CDD/SCDD/EDD standards and adjudicate high-risk client escalations (e.g. Web3, PSPs, complex ownership structures, sanctions-nexus cases).
Govern sanctions screening, transaction monitoring and ongoing due diligence for HK-booked business, including monitoring effectiveness and rule governance.
Regulatory Engagement & Audit
Act as primary contact for the C&ED on MSO licence matters, inspections, returns and notifications.
Lead preparation for and management of external AML audits and independent reviews, including remediation tracking to closure.
Support scheme-related compliance commitments where they intersect with HK AML/CFT controls.
Monitor HK regulatory developments (AMLO amendments, stablecoin/VASP regime changes) and translate them into programme requirements.
Oversight of First Line & Escalations
Provide 2nd line guidance and quality oversight to the FCO team on CDD decisions, alert dispositions and escalation quality.
Standardise escalation logic and decision frameworks to reduce repeated escalations and improve consistency.
Review complex investigations and ensure investigation standards, documentation and timeliness meet regulatory expectations.
Governance, Reporting & Training
Deliver regular MI and compliance reporting to senior management, including STR trends, risk exposure and control health.
Own the HK AML/CFT training programme, including induction and annual refresher training for all relevant staff.
Contribute HK requirements into group-level frameworks, SOPs and cross-team playbooks (e.g. sanctions-origin funds handling).
10+ years in AML/CFT or financial crime compliance within regulated financial institutions.
Prior appointment as MLRO, Deputy MLRO or CO/AMLCO in a Hong Kong-regulated institution (MSO, SVF, bank, broker or VASP) strongly preferred.
Hands-on experience filing STRs with the JFIU and managing regulator inspections or external AML audits.
Experience in fintech, payments, cards or digital assets/stablecoins is highly desirable.
Technical & Regulatory Expertise
Deep knowledge of the Hong Kong regime: AMLO (Cap. 615), DTROP, OSCO, UNATMO, C&ED MSO guidelines and JFIU reporting practice.
Strong expertise in CDD/EDD, sanctions, transaction monitoring, investigations and SAR/STR decision-making.
Working knowledge of blockchain analytics, Travel Rule considerations and crypto-specific typologies is an advantage.
CAMS, ICA or equivalent professional qualification preferred.
Leadership & Judgement
Sound, defensible judgement under ambiguity; able to make and stand behind STR and de-risking decisions.
Experience engaging regulators, auditors and senior stakeholders directly.
Ability to balance commercial growth with effective risk management, and to communicate risk decisions clearly.
Comfortable operating hands-on in a lean, fast-moving environment.
