Job Description

We are seeking a Compliance Officer to join our team in Sines, Portugal The successful candidate will play a key role in ensuring site operations and project activities are carried out in full compliance with company policies, applicable legislation, client requirements, and industry best practices. Working closely with project teams, subcontractors, and stakeholders, you will support the implementation and monitoring of compliance processes while fostering a culture of continuous improvement and operational excellence. Below is a list of typical duties but is not exclusive of all duties that are required to be carried out during the project

Responsibilities

  • Maintain and manage project compliance documentation in accordance with Portuguese legislation, client requirements, and company procedures.
  • Monitor contractor and subcontractor compliance, including IMPIC registration, Alvará, insurance, qualifications, licences, certifications, and statutory documentation.
  • Maintain compliance registers and provide regular status reports highlighting expired, outstanding, or upcoming requirements.
  • Verify that personnel and contractors entering site have the required documentation, training, authorisations, and access requirements in place.
  • Support the project professional teams in maintaining compliance with requirements from relevant Portuguese authorities, including IMPIC, DGEG, ANEPC, ACT, Câmara Municipal, APA/CCDR, and other applicable bodies.
  • Assist with the coordination and tracking of permits, approvals, inspections, certificates, and statutory submissions.
  • Carry out regular compliance checks and document reviews to identify gaps, non-conformances, and actions requiring follow-up.
  • Support Project Management, Engineering, QA/QC, Health & Safety, and Construction teams with compliance queries and documentation requirements.
  • Maintain accurate records of audits, inspections, approvals, corrective actions, and contractor compliance status.
  • Prepare regular compliance reports and dashboards for Project Management, highlighting current status, outstanding actions, upcoming expiries, and key risks.

Requirements

  • Previous experience in a Logistics Supervisor, Site Logistics Coordinator, or similar construction logistics role.
  • Strong understanding of construction site operations, material handling, and delivery coordination.
  • Experience managing site compounds, storage areas, and logistics planning on large-scale construction projects.
  • Excellent organisational skills with the ability to prioritise multiple deliveries and activities in a fast-paced environment.
  • Strong communication and stakeholder management skills, with the ability to coordinate effectively with subcontractors, suppliers, and site teams.
  • Good knowledge of Health & Safety regulations and best practices within a construction environment.
  • Ability to maintain accurate labour allocation records, work reports, and logistics documentation.
  • Proactive problem-solving skills with the ability to anticipate and resolve site logistics challenges.
  • Competent in Microsoft Office applications, including Excel, Word, and Outlook.
  • Relevant industry certifications such as Safe Pass, Manual Handling, or CSCS/CPCS cards would be advantageous.
  • Ability to work independently while contributing effectively as part of a wider project team.
