The Compliance Manager is Pinnacle Intelligence's subject-matter authority on US regulatory requirements governing outbound sales and service communications — TCPA, the Telemarketing Sales Rule (TSR), state Do-Not-Call and telemarketing licensing regimes, and call recording/consent law across one- and two-party consent states. This individual interprets how these regulations apply to Pinnacle's specific campaigns, scripts, and systems, and translates that interpretation into practical guardrails for BDC, QA, and Product/Engineering teams. The role's value lies in knowing where the regulatory risk actually sits — not simply confirming that logs and lists are up to date — and in exercising judgment on gray-area situations before they become violations.
Maintain expert-level, current knowledge of TCPA, TSR, state DNC, telemarketing licensing, and call recording consent law, and interpret how each applies to Pinnacle's specific campaign types and client contracts.
Assess new or ambiguous scenarios (new campaign types, new states, new consent mechanisms) and render a risk judgment before launch, rather than relying solely on checklist adherence.
Serve as the go-to interpreter when BDC, QA, Legal, or clients disagree on whether a practice is compliant.
Advise on the correct consent standard (one-party vs. two-party/all-party) for any new state, campaign, or recording method, and explain the reasoning to non-specialist stakeholders.
Evaluate whether call recording disclosures and consent flows genuinely satisfy legal intent, not just formal presence.
Keep the state-by-state consent matrix current as an output of ongoing legal monitoring, not as a standalone task.
Evaluate outbound scripts against required disclosures and prohibited-language rules, applying regulatory intent rather than a fixed checklist, since scripts vary by campaign and client.
Diagnose root causes when call audits reveal disclosure or script deviations, distinguishing training gaps from genuine compliance risk.
Track and interpret state telemarketing licensing and bonding obligations, and advise leadership on where new-state expansion changes Pinnacle's regulatory footprint before campaigns launch.
Flag licensing implications early enough to shape go/no-go decisions, not just to file paperwork on time.
Build and apply deep knowledge of how Pinnacle's homegrown CRM, marketing automation, and dialer tools handle consent capture, DNC suppression, and recording — enough to identify where system design itself creates regulatory exposure.
Advise Product/Engineering on compliance implications of new features before build, translating legal requirements into system-level specifications.
Judge whether a proposed tool change introduces new risk, and articulate why.
Translate compliance findings into risk-based insight for leadership and clients — what's actually risky and why — rather than a raw metrics readout.
Act as the trusted compliance voice in client inquiries or audits, backed by documentation maintained as a byproduct of the role's ongoing monitoring.
