POSITION SUMMARY: The Compliance Manager serves as a senior compliance business partner to designated business units and plays a key role in executing RCB Bank's enterprise-wide compliance management system. This position is responsible for conducting and overseeing compliance reviews, regulatory consulting, surveillance activities, policy and form change analysis, and issue remediation tracking.

The Compliance Manager ensures the timely identification, mitigation, resolution and reporting of existing, emerging, and upstream regulatory risks and other identified issues. Working closely with the Chief Compliance Officer (CCO) and Deputy Chief Compliance Officer (DCCO), this role supports a strong and sustainable enterprise-wide compliance governance structure through consistent communication, collaboration, and oversight.

This position may supervise compliance staff as assigned and is expected to serve as a subject matter expert (SME) for designated compliance programs, regulatory areas, or strategic initiatives.

ESSENTIAL FUNCTIONS

  1. Assigns, oversees, and reviews compliance testing and monitoring activities performed by compliance analysts and team members; conducts moderate to complex compliance reviews, including transaction testing, interviews with management and staff, and documentation of findings.
  2. Identifies key compliance controls and develops risk-based testing strategies to evaluate effectiveness; recommends enhancements to monitoring plans based on product, service, process, or regulatory changes; reviews completed work for accuracy, completeness, and adherence to established guidelines.
  3. Identifies, analyzes, and escalates potential compliance issues and operational impacts; leads root cause analysis and partners with business units to develop practical remediation plans; monitors remediation activities and escalates past due or high-risk issues to the COO and DCCO; evaluates the adequacy of management responses and validates corrective action completion.
  4. Serves as a compliance liaison to designated business units, providing subject matter expertise and regulatory interpretation; researches and responds to consulting inquiries related to compliance mandates, regulatory changes, and operational questions, collaborating with stakeholders to ensure cohesive, coordinated approaches to compliance-related initiatives.
  5. Analyzes identified compliance mandates or changes and provides direction on implementation strategies for operational or production concerns, documenting operational or procedural impacts and supporting the development and implementation of required changes.
  6. Prepares detailed and complex reports for the department, management, and/or committees as assigned, communicating material findings, trends, and exceptions to the CCO and DCCO.
  7. Supports ongoing evaluation and improvement of compliance processes and controls, developing and implementing solutions for any identified gaps; leads or supports special projects and strategic compliance initiatives.
  8. Assumes ownership of specific compliance programs, regulatory areas, or enterprise initiatives as assigned; acts as the primary subject matter expert and internal resource for assigned functions, ensuring program governance, monitoring, documentation, and reporting remain effective and regulator-ready.
  9. Assists in in facilitating the day-to-day operations of the department by prioritizing departmental workload and ensuring timelines and regulatory expectations are met, directing the workflow as needed.
  10. Supervises, hires, trains, schedules, develops and evaluates the performance of assigned compliance staff, providing coaching, feedback, and performance oversight to ensure adherence to regulatory requirements and departmental standards; assists with onboarding and training of new compliance staff, providing guidance and direction to department associates based on advanced knowledge and subject matter expertise.

EXPERIENCE REQUIRED:

  • Minimum eight (8) years of banking compliance experience and/or working with regulatory agencies
  • General experience with regulatory examinations, managing regulator relationships, responding to findings, and managing corrective actions
  • Testing, audit or investigation experience, especially related to bank regulatory compliance
  • Prior leadership or supervisory experience
  • Recent experience in a bank is preferred; experience in financial institutions greater than $2B a plus

EDUCATION, CERTIFICATIONS & TRAINING:

  • High School diploma or GED required
  • Bachelor's degree in business, finance, accounting, Law, risk management, or other related field preferred
  • Commitment to continuing education in banking regulations, regulatory guidance, and industry best practices
  • Certified Regulatory Compliance Manager (CRCM) certification or other certification as approved by the bank, or ability to obtain certification within one (1) year

JOB-SPECIFIC SKILLS & KNOWLEDGE:

  • Knowledge of a risk-based, enterprise-wide compliance management system, including governance, risk assessments, monitoring/testing, training, complaint management, and issue remediation
  • Strong understanding of federal and state banking laws and regulations, including Consumer Protection, fair lending, UDAAP, CRA, BSA/AML, OFAC, and related regulatory guidance, with the ability to interpret and apply requirements in complex operating environments
  • Ability to communicate complex regulatory issues clearly, to provide actionable recommendations, and to influence business decisions while maintaining independence and credibility
  • Ability to identify, assess, prioritize, and mitigate compliance risk; oversee issue tracking and remediation; and ensure timely resolution of regulatory findings, audit issues, and internal control gaps
  • Ability to lead and develop high-performing compliance staff, fostering a strong culture of compliance, accountability, and ethical conduct
  • Must display a positive business presence with management and external contacts; obtaining cooperation and agreement on important outcomes via frequently complex dialogues, as well as a professional level of written communication and presentation skills are essential to the position
  • Advanced leadership and interpersonal skills, with a commitment to teamwork across department and other functional areas
  • Ability to work with technology to communicate business requirements for a flexible and adaptable reporting process
  • Advanced knowledge of applicable computer systems, such as Microsoft Excel, Outlook, PowerPoint, and Word
  • Ability to coordinate multiple and changing priorities in a deadline-sensitive environment
