Responsibilities:

  • Act as the principal contact with the HKMA and relevant authorities on all AML/CFT matters.
  • Oversee and maintain the company’s AML/CFT compliance framework in line with the HKMA Practice Note for Stored Value Facility (“SVF”) Licensees and the Guideline on Anti-Money Laundering and Counter-Financing of Terrorism for SVF Licensees.
  • Coordinate with Group-level compliance and AML functions to ensure Hong Kong-specific requirements are appropriately reflected and implemented.
  • Establish and monitor KPIs, SLAs, and performance standards for intra-group AML functions (e.g., transaction monitoring, sanctions screening, or CDD) that provide services to the Hong Kong SVF, ensuring accountability and effectiveness.
  • Receive, review, and assess internal suspicious transaction reports (STRs); determine whether a disclosure to the Joint Financial Intelligence Unit (JFIU) is necessary.
  • Ensure timely filing of STRs and maintain all relevant records in accordance with statutory and regulatory requirements.
  • Provide advice and guidance to management and staff on AML/CFT-related matters, including customer due diligence (CDD), ongoing monitoring, sanctions screening, and transaction monitoring.
  • Design, implement, and regularly update AML/CFT policies, procedures, and controls proportionate to the size, nature, and risk profile of the SVF business, while aligning with Group standards where applicable.
  • Monitor and assess the effectiveness of AML/CFT systems and controls, including outsourced/intra-group services; recommend and oversee remedial actions where gaps are identified.
  • Deliver or oversee regular AML/CFT training and awareness programs for employees, including but not limited to understanding Hong Kong AML/CFT requirements, practical knowledge on identifying and escalating suspicious activities and timely reporting to MLRO.
  • Report regularly to the Board of Directors, senior management, and Group compliance on AML/CFT compliance, risk exposures, and key developments.
  • Keep abreast of local and international regulatory developments and industry best practices in AML/CFT.

Requirements:

  • Degree holder in Law, Accounting, Finance, Risk Management, or a related discipline.
  • At least 8–10 years of relevant experience, with a strong track record in AML/CFT compliance within financial institutions, payment services, or SVFs.
  • In-depth knowledge of the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (AMLO), the HKMA’s Practice Note for SVFs, and the Guideline on AML/CFT for SVF Licensees.
  • Proven experience in handling suspicious transaction monitoring, investigations, and STR filings to JFIU.
  • Experience in working with group-level compliance frameworks, with the ability to adapt global AML/CFT policies to local requirements.
  • Demonstrated ability to manage and assess the performance of intra-group or outsourced AML functions, including setting and monitoring KPIs/SLAs.
  • Strong leadership and communication skills, with the ability to engage effectively with regulators, senior management, and internal stakeholders.
  • High level of professional integrity, independence, and ability to exercise sound judgment in sensitive matters.
  • Professional qualifications such as CAMS, CGSS, AAMLP, or equivalent preferred.
  • Fluent in English; proficiency in Cantonese and/or Mandarin is an advantage.
