Summary

This promotional opportunity is limited to current employees of the Louisiana Department of Insurance.

The mission of the Department of Insurance is to enforce the insurance laws and regulations of the state impartially, honestly and expeditiously.

The Louisiana Department of Insurance is seeking a Compliance Examiner Chief to join the Office of Financial Solvency/Financial Examinations/Field Division. This leadership position oversees the Department's financial examination program and the examination of insurers and other regulated entities for compliance with applicable laws, regulations, and financial standards. The Compliance Examiner Chief also provides leadership to examination staff and works closely with agency leadership, industry representatives, and other regulatory agencies on complex financial and regulatory matters.

Examples of duties

Three years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in accounting, auditing, banking, compliance management, financial operations, or insurance; OR

Six years of full-time experience in any field plus nine semester hours in accounting and an additional fifteen semester hours in accounting, economics, finance, business law, insurance, statistics, financial analysis, or money and banking plus five years of experience in accounting, auditing, banking, compliance management, financial operations, or insurance; OR

A bachelor’s degree with nine semester hours in accounting and an additional fifteen semester hours in accounting, economics, finance, business law, insurance, statistics, financial analysis, or money and banking plus five years of experience in accounting, auditing, banking, compliance management, financial operations, or insurance; OR

A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, banking, compliance management, financial operations, or insurance; OR

An advanced degree in accounting, auditing, finance, business or public administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, banking, compliance management, financial operations, or insurance; OR

A Certified Public Accountant (CPA) license, Certified Financial Examiner (CFE), Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation plus three years of experience in accounting, auditing, banking, compliance management, financial operations, or insurance.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

As a Compliance Examiner Chief in the Office of Financial Solvency/Financial Examinations/Field Division, you will/may:

  • Oversee the planning, coordination, and management of financial examinations of insurers and other regulated entities.
  • Direct examination activities and ensure compliance with applicable laws, regulations, policies, procedures, and professional standards.
  • Review examination workpapers and findings to ensure conclusions are accurate, supported, and appropriately documented.
  • Provide leadership and direction to examination staff, including assigning projects, establishing priorities, and reviewing work.
  • Develop, implement, and evaluate policies and procedures related to the Department's financial examination program.
  • Coordinate with the Financial Examinations/Analysis Division and other state and federal regulatory agencies on financial and regulatory matters.
  • Meet and communicate with insurance company executives, directors, accountants, attorneys, and other industry representatives regarding examination findings and regulatory concerns.
  • Provide recommendations and regulatory guidance to the Deputy Commissioner of Financial Solvency on examination and financial solvency matters.
  • Support NAIC accreditation activities and represent the Department at regulatory meetings, conferences, training events, and industry presentations.
  • Perform other duties in support of the Office of Financial Solvency and the Louisiana Department of Insurance as assigned.
