Public Works and Environmental Services
This department is responsible for the effective and efficient planning, engineering, maintenance, rehabilitation and operation of the municipal road system, parks and open space, solid waste management services, water treatment and supply, wastewater collection and treatment, stormwater management, development approvals and general engineering services.
Outdoor Operations

The Outdoor Operations Division is responsible for the municipal roads and parks. The roads division oversees the maintenance of much of the day to day infrastructure used by residents including roads, bridges, culverts, sidewalks, signage traffic lights, streetlights, public parking lots, and for landfill site
operations. The parks division is responsible for the care and maintenance of municipal parks, playgrounds, sports fields, trails, splash pads, skateboard parks, dog parks, amphitheatre, boat launches, docking and flowers.

Purpose and Scope:

The Compliance Coordinator will assist the Manager of Outdoor Operations with a wide variety of technical and administrative work to ensure regulatory compliance of Roads, Landfill, Parks and Stormwater Systems. In addition, the Compliance Coordinator will assist the Supervisor of Roads and the Supervisor of Parks and operations staff in staying current with legislative requirements as they pertain to City Municipal owned infrastructure.

This position is a contributing team member responsible for the day to day work and executing operations in line with department approved policies, plans and programs as well as efficiently meeting service standards in the delivery of municipal services.

Duties and Responsibilities:
• Have a thorough understanding of the legislation governing the City assets in order to act as a resource person to operations staff.
• Stay current with changes to the legislation including Environmental Compliance Approvals, Minimum Maintenance Standards (MMS) and other relevant standards.
• Provide oversight and training for the City’s maintenance management system.
• Coordinate the integration of patrol data from City Minimum Maintenance Inspection software and vehicle GPS system into the City’s broader records management framework, ensuring all MMS documentation supports regulatory compliance and audit readiness.
• Maintain documentation related to liability and insurance claims, ensuring all records are maintained in accordance with risk management protocols.
• Proactively identify opportunities to improve public facing processes and communication materials, ensuring that service delivery consistently aligns with the City’s standards for quality customer service.
• Provide assistance to the Supervisor of Fleet for compliance related documentation for the Ministry of Transportation Commercial Vehicle Operator Registration (CVOR) program.
• Have comprehensive knowledge of Excess Soils O.Reg. 406/19 and requirements for sampling and testing.
• Assist with operation and compliance oversight for the Murata Erie North America (MENA) site.
• Provide assistance or back up for the Compliance Coordinator, Water and Wastewater Services, where necessary.
• Knowledge of Municipal Drinking Water Licence, Environmental Compliance Approvals, Consolidated Linear Infrastructure approvals (CLI ECA) and Permit to Take Water (PTTW) documents.
• Administers the CLI ECA approvals and application process as necessary.
• Complete all periodic reporting to the Ministry of the Environment, Conservation and Parks (MECP), the Ministry of Transportation (MTO), and the Ministry of Health (MOH) under applicable legislation and Best Management Practices.
• Identify and draft amendments to Standard Operating Procedures (SOPs) and operations manuals that are made necessary by these changes, in a timely fashion, for the approval of the Manager.
• Ensure periodic review of operations manuals as required under the legislation and assist in their review and update with operations staff.
• Ensure that all monitoring and sampling is carried out on time and that laboratory results are conveyed to the appropriate staff and recorded and filed in accordance with the legislative requirements.
• Provide technical and administrative support.
• Assist operations staff with any reports required/requested by the Ministry through inspection report action items or reportable events including ensuring that any follow up items are addressed.
• Review logbooks periodically to audit operations staff in meeting the various regulatory requirements.
• Bring compliance issues to the attention of the Manager and appropriate operations staff as identified and assist in dealing with them.
• Act as a liaison with Ministry of Environment and Ministry of Transportation staff on requests for information and as a general contact person.
• Assist the Manager and operations staff in identifying training opportunities to meet the training requirements in the legislation and assist the Manager in keeping a record of training taken by staff to meet these documentation requirements noted in the legislation.
• Prepare annual reports for Roads, Parks, Stormwater and Landfill that are required under the legislation for the adoption and approval of the Manager and Director.
• Ensure that the public information requirements of the legislation are met and that the required information is available to the public in the form and location called for in the legislation.
• Attend Committee meetings or its’ Sub-Committee meetings as required and participate in MTO/MECP or Industry working groups to ensure the City is current with industry trends.
• Perform such other duties necessary and assigned to maintain the continuity of functions under the incumbent’s jurisdiction.
• Provide assistance to the Drinking Water Quality Management Representative for the City.
• Responsible for the administration and support of Quality Management System implementation for the City.

• Follow all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act, other applicable legislation, best practices, City policies and procedures.

Education/Specialized Training/Skills:

The position will require:
• A minimum of a three (3) year community college diploma in Environmental or Civil Engineering Technology or a related field, or an approved equivalent combination of education and experience.
• A valid Class G Driver’s Licence and a safe driving record in good standing, satisfactory to the employer.
• Comprehensive knowledge of applicable legislation and regulations i.e. Occupational Health and Safety Act (OHSA), Safe Water Drinking Act (SWDA), MMS O.Reg. 239/02, Municipal Act, Environmental Protection Act, CAN/CSA-Z614 standards for playground safety & regulations under the Accessibility for Ontarians with Disabilities Act (AODA), O.Reg. 424/97 under the Highway Traffic Act.

Work Experience:

This position requires:
• A minimum of four (4) years of regulatory compliance experience in the field of Roads/Parks Operations, or a related field.

Decision Making:
The position is responsible for providing timely, accurate advice to the Manager of Outdoor Operations, department staff and other City departments where appropriate. It is also responsible for ensuring compliance with environmental legislation as set out above and conveying to the Manager and appropriate staff, any action required to ensure that legislative requirements are met.

Supervision:
This position has no direct supervisory responsibility but does play a role in the training and guidance of new staff on performing department tasks and procedures and with existing staff when new technology, policies or tasks are introduced.

Work Environment:
• Work in an office environment on a regular basis, with occasional exposure to outside elements.
• Attend day or evening Committee meetings when required.
