JOB SUMMARY/ESSENTIAL JOB FUNCTIONS:
The Compliance Analyst executes subrecipient monitoring and the effort certification cycle and performs the reconciliation between certified effort and payroll salary distribution. The position produces documentation that demonstrates institutional compliance with both obligations.
- Conducts risk assessment of subrecipients and applies monitoring activities proportionate to identified risk.
- Reviews subrecipients’ invoices for compliance with subaward terms, approved budgets and periods of performance.
- Documents subrecipient monitoring activities, findings, and resolutions to ensure a clear and auditable record.
- Verifies subrecipient audit status and follows up on findings affecting the University.
- Resolves effort certification exceptions in coordination with investigators and departmental administrators and prepares required adjustments for approval.
- Operates the certification cycle, including population determination, notification, tracking, follow-up and completion monitoring.
- Reconciles certified effort with payroll salary distribution and identifies discrepancies.
- Coordinates with Payroll regarding data, timing, and correction of salary distribution errors.
- Provides guidance to departmental administrators regarding subrecipient monitoring, effort certification, and related compliance requirements.
- Contributes to training materials, procedural guidance, and process documentation to promote consistent administration and compliance.
- Performs other related duties as assigned.
MINIMUM REQUIREMENTS:
EDUCATION:
Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field. (TRANSCRIPT REQUIRED)
EXPERIENCE:
Four (4) years of experience in sponsored programs administration, grants accounting, or research compliance; OR Master’s Degree and two (2) years of experience in sponsored programs administration, grants accounting, or research compliance; OR a combination of related education and work experience to equal eight (8) years.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of subrecipient monitoring requirements under the Uniform Guidance.
- Knowledge of effort certification and the documentation of personnel expenses on federal awards.
- Knowledge of payroll salary distribution and reconciliation practice.
- Skill in financial analysis and reconciliation.
- Ability to make and document monitoring determination.
- Ability to work with faculty on a recurring obligation they experience as an interruption.
