Financial Compliance Analyst

Role Purpose

• Undertakes financial compliance activities for multiple business units or geographical areas of the British Council.

• Contributes to ensuring the overall financial internal control environment is fit for purpose and effective in mitigating risks to an acceptable level.

• Contributes to improving financial compliance levels across the organisation and embedding a culture of compliance and continuous improvement.

• Provides financial risk and compliance subject matter expertise, strong data analysis skills, financial controls testing and/or audit expertise and a good understanding of processes and systems.

Role Context

• These roles were created as part of the transformation of the global finance team, aligning financial support to strategic business units.

• This is a second line of defence role within the finance function, linking first line financial control activities with third line internal audit functions.

• The role is accountable for testing and monitoring financial compliance, addressing non-compliance and providing assurance on the financial control environment.

• Works collaboratively with business stakeholders, Managed Service Providers and compliance functions to share expertise, support global standards and drive continuous improvement.

Main accountabilities

Financial Management

• Review, challenge and retest first line and Managed Service Provider assessments of Minimum Control Standards and report testing outcomes.

• Produce and develop reports providing clear financial compliance insights to senior stakeholders.

• Carry out second line controls testing and ensure remediation actions are implemented where required.

• Support implementation of recommendations arising from audits, investigations and other assurance reviews.

• Provide advice on financial risk, controls and compliance and support increased awareness of financial risk management.

• Support monitoring of high-risk areas including travel and expenses, delegated authorities, segregation of duties, debt management, gifts and hospitality and conflicts of interest.

Relationship and Stakeholder Management

• Support the wider financial controls and compliance team in identifying and managing emerging risks.

• Provide advice on controls and compliance matters to finance teams and business stakeholders.

• Develop effective relationships with Managed Service Providers and hold them accountable for controls and remediation activities.

• Act as a role model for compliance and contribute to educating the business on first, second and third line responsibilities.

Service Improvement

• Contribute to projects that improve the financial control environment, including automation initiatives and implementation of new technologies.

• Share best practice and learning across finance and compliance communities.

Role specific knowledge and experience:

Minimum / Essential Requirements

• Financial controls testing and/or audit experience.

• Broad-based finance experience.

• ERP experience and knowledge.

• Understanding of financial accounting standards.

• Understanding of financial control, compliance and assurance frameworks.

• Experience analysing and improving financial processes and controls.

• Degree in Accounting or a related discipline and/or part-qualified Chartered Accountant.
