Job Description

SALARY

$70,993.50 - $88,741.88Under general direction, tracks, monitors, collects, analyzes and prepares compensation and other data for the purpose of recommending, reporting and maintaining compensation and benefits strategies, position classifications and descriptions, and evaluation of market competitiveness.

ESSENTIAL JOB FUNCTIONS:

  • Provides advanced-level direction, analytics, and strategic focus to the city's workforce programs, addressing employee compensation and position design.
  • Provides comprehensive projections, analytics, and recommendations related to compensation programs and initiatives through exhaustive market analyses, interrelated trends, quantitative methodologies, and HRIS reporting tools.
  • Forecasts, plans, prepares, and implements approved City-wide compensation initiatives, to include live changes to salary structures, step-plan adjustments, position reclassifications, annual salary increases (if applicable), and related HRIS administration.
  • Provides advanced-level data analytics, research, and project support to departmental projects and initiatives in collaboration with City-wide departmental stakeholders.
  • Plans, conducts, and completes internal and external compensation, benefit, and policy surveys for the City of Arlington, and maintains all related records in compliance with the City's records retention schedule. Gathers and analyzes wage and benefits survey data in collaboration with other cities as a member of the Metroplex Compensation Group.
  • Provides advanced-level analysis classifying City positions after review of the Hay Committee, in compliance with applicable laws, policies, and procedures.
  • Prepares high-level written analyses with breakdown of classification details, to include FLSA exemption justification.
  • Act as custodian of all records related to classification of positions, to include hard copy and digital record retention, as well as the planning and maintenance of a job description database.

OTHER JOB FUNCTIONS:

  • Administers the coordination of departmental budget reporting activities.
  • Designs, implements, coordinates, and facilitates training in the use of the city's compensation/classification systems to a diverse audience, including the preparation of training materials, communications, and facilitative guides, as needed.

MINIMUM QUALIFICATIONS:

Knowledge, Skills, and Abilities Required:

  • Knowledge of the principles and techniques of position evaluation systems.
  • Knowledge of functions associated with compensation.
  • Knowledge of office and administrative practices and procedures.
  • Knowledge of basic accounting and budget administration.
  • Knowledge of HRIS systems and reporting.
  • Knowledge of advanced mathematical operations.
  • Knowledge of advanced algorithmic Microsoft Excel functions.
  • Skill with organization and attention to detail.
  • Skill in using PC software, including the current Microsoft Office Suite of applications.
  • Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
  • Skill in communicating conceptual or informative ideas to others in written or oral form.
  • Ability to work within a set schedule.
  • Ability to work independently under general instructions.
  • Ability to understand mathematical calculations involving fractions, percentages, and decimals.
  • Ability to prioritize deadlines and tasks.
  • Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.
  • Ability to perform diverse duties.
  • Ability to perform a variety of physical skills, including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.
  • Ability to operate a variety of office equipment, including but not limited to PC, telephone, calculator, scanner, and copier.
  • Ability to maintain effective working relationships with outside business concerns, agencies, and City employees.
  • Ability to learn new systems and procedures quickly.
  • Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.
  • Ability to critically evaluate information of an uncertain or opposing nature.
  • Ability to collect and analyze data, prepare high-quality written reports, and make recommendations to management.
  • Ability to arrive at generalizations, judgments, or decisions based on known or obtainable standards, characteristics, or dimensions.

Qualifying Education and Experience:

  • Bachelor's degree in human resources, finance, business administration, or related fields.
  • Three years of related experience in performing duties associated with the support of compensation, such as position control/evaluation, salary administration processing, budget administration, survey response, data analytics, etc., or an equivalent combination of education and experience.
  • This position requires advanced-level Excel skills and data visualization techniques.
