Summary

This is non-supervisory and responsible work performing a wide variety of specialized and technical non-sworn law enforcement duties in support of law enforcement operations and services in the areas of patrol, property, evidence, administrative, training, or other areas as assigned. The Community Service Officer provides information and assistance to the general public and answers citizen inquiries, performing a variety of other clerical, and administrative functions in support of Police Department’s services and activities not requiring Peace Officer status. Direct supervision is received from a superior officer and work is reviewed through periodic inspections, or by analysis of reports submitted.

Examples of duties

DUTIES (NOT ALL INCLUSIVE)

Directs and controls pedestrian and vehicular traffic at emergency or other congested traffic situations.

Coordinates and facilitates various programs, functions and open house events relating to crime

prevention.

Identifies, documents, preserves, and collects evidence at crime scenes if needed in support of other personnel; perform photography duties as requested.

Maintains contact with citizens regarding potential law enforcement problems and preserves good

relationships with the public.

Handles a variety of duties to enforce specific sections of the US Virgin Islands vehicle codes and ordinances; proactively patrols to enforce parking codes and regulations by issuing warnings or citations as applicable; have vehicles towed as required; advises the general public on laws and regulations affecting parking.

Provides traffic control including at traffic accidents, crime scenes, fires, funerals, special events,

and during power outages and weather-related incidents.

Oversees assigned programs and functions; assists with other volunteer programs including Police

Cadet and Explorer programs.

Provides information and assistance to the departmental staff, general public, other law enforcement agencies, violators, businesses, school communities, and other departments and agencies regarding citizen inquiries, complaints, requests for services, codes, laws, ordinances, departmental services, programs, and practices.

Provides station tours as requested.

Handles a variety of clerical and administrative functions in support of the Police Department, provides training to new personnel related to area of assignment, attends committee meetings, and assists with special projects as assigned.

Fingerprints citizens for employment, background, and licensing.

Maintains various logs and records, gathers information, prepares routine reports as assigned, enters, inputs, and retrieves a variety of information using a computer terminal.

Performs the duties of a School Crossing Guard as needed in accordance with the law.

Directs school-aged children to and from school at designated crossings or intersections, and directs the flow of traffic to assist senior citizens, pedestrians, and tourists to cross the street.

Testifies in court when necessary.

Perform other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

High School Diploma or GED supplemented by specialized clerical or law enforcement training offered through the Virgin Islands Police Department.

FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of applicable federal, and local laws and ordinances.

Ability to communicate clearly, concise and effectively, in person, in writing and on two-way radio.

Ability to prepare reports, document the facts and actions regarding law enforcement incidents

conforming to all rules of punctuation, grammar, diction and style.

Ability to establish and maintain effective working relationships with department employees and officials, other law enforcement agencies, criminal justice system staff, the business community and citizens.

Ability to operate a motor vehicle safely and efficiently.

Ability to use and interpret legal terminology, statues, ordinances, policy and procedure manuals and employee handbooks.

Ability to attend and react appropriately in emergency situations.

Ability to work in an effective and efficient manner both in a team environment and independent

without direct supervision.

Ability perform a variety of non-sworn law enforcement activities; exercise independent judgment and work with a minimum of supervision.

Ability to operate specialized automate law enforcement information and communication systems including public safety computer systems to access and maintain data.

FACTOR 2- SUPERVISORY CONTROLS

The Community Service Officer receives direct supervision from a superior officer. Work is performed using standard operating procedures, and is reviewed through periodic inspections, or by analysis of reports submitted.

FACTOR 3- GUIDELINES:

Guidelines consist of departmental rules and regulations, Virgin Islands Laws, General Orders and the Virgin Islands Codes. An employee must be able to recognize infractions and the corresponding citations to utilize.

FACTOR 4- COMPLEXITY

Work requires basic understanding of law enforcement theories, principles, and practices to apply them to a wide range of specialized and technical non-sworn law enforcement duties in support of the Virgin Islands Police Department. An incumbent is expected to use good judgment in the enforcement of laws, rules and regulations in accordance with established departmental practices and procedures.

FACTOR 5- SCOPE AND EFFECT

The purpose of work is to respond to non-hazardous, non-emergency calls for service in-lieu of having a Police Officer attend to such.

FACTOR 6- PERSONAL CONTACTS

Contacts include law enforcement agencies personnel, criminal justice system staff, the business

community and the general public.

FACTOR 7- PURPOSE OF CONTACTS

Contacts are made to investigate, report, record, assist, identify incidents requesting nonemergency interventions, and to verbally communicate to exchange information.

FACTOR 8- PHYSICAL DEMANDS

Work requires sufficient physical ability and mobility involving walking, standing, or sitting for prolonged periods of time, occasionally stooping, bending, kneeling, crouching, reaching, and twisting, occasionally climbing and balancing, regularly pushing, pulling, lifting, and/or carrying light to moderate weights, frequently lifting and/or moving moderate to heavy weights, operating law enforcement and general office equipment, and operating a vehicle to travel to various locations.

FACTOR 9- WORK ENVIRONMENT

Work is performed in an office and field setting with travel from site to site involving exposure to inclement weather conditions, fumes, airborne particles, and toxic or caustic chemicals, moving

mechanical parts, and moderate to loud noises such as sirens, etc.
