The City of Oxnard's Police Department is seeking a Community Services Officer with strong technical and customer service skills to be part of the team. The ideal candidate will have excellent communication skills and be able to understand, read, and properly interpret applicable laws, rules, and regulations related to the assignment.

Under general supervision, a Community Service Officer performs a variety of non-sworn assignments in support of the City's law enforcement activities, including vehicle maintenance/inventory, false business alarm tracking, gang or serious habitual offender tracking, handling low-priority calls for police service, and assisting sworn personnel in completing a variety of patrol and investigative duties. This position requires interacting with the community, and a high degree of customer service is expected

PAYROLL/CLASSIFICATION TITLE:
Public Safety Investigative Specialist

DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Public Safety Investigative Specialist, Senior in that it provides specialized assistance and support related to both sworn and civilian personnel

CLASSIFICATION SUMMARY:
This class is the first level in a four-level Public Safety Investigative Support Series devoted to providing support functions for law enforcement activities. Incumbents provide specialized assistance to sworn personnel. As assigned, work may include performing intake and data collection; maintaining a database and tracking information; preparing routine reports; and assisting sworn personnel in completing a variety of patrol and investigative duties; performs related duties as required.

SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.

WORK SCHEDULE:
Shifts are worked on a four-day, ten-hour schedule. Depending on the shift assigned, this position will vary from 6:00 am - 4:00 pm, 8:00 am - 6:00 pm, or 1:00 pm - 11:00 pm. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. Work hours and shifts are subject to change based on operational needs.

Examples of duties

This class specification represents only the core areas of responsibility; specific position assignments will vary depending on the needs of the Department.

• Provides specialized assistance in support of investigative processes and procedures and may provide advocacy on behalf of victims or violent crimes.

• Receives and responds to inquiries, service requests and information requests; monitors and maintains schedules.

• Gathers and reviews information and prepares documentation, information packets, reports and other documents related to area of assignment; ensures accuracy and completion of required records and documentation.

• Organizes and maintains records, system data, files, documents, evidence, equipment and/or other investigative-related information.

• Performs other duties of a similar nature and level as assigned.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

Positions assigned to missing persons may be responsible for:

• Assisting sworn personnel with completing investigative duties related to missing persons;
• Conducting interviews to gather information and acquire leads.

Positions assigned to sex registrant tracking may be responsible for

• Assisting with data collection, tracking, and investigative duties including registrations for offenders;
• Preparing court packets:
• Performing data entry;
• Assisting detectives with investigations for violations.

Positions assigned to victim services may be responsible for:

• Providing assistance to victims of sexual assault, domestic violence and homicide;
• Informing victims of their rights;
• Accompanying victims during medical exams and interviews;
• Providing information on victim resources and reviewing Child and Family Service Referrals to determine those requiring further investigation by detectives.

Positions assigned to community services may be responsible for:

• Evidence collection and use of specialized forensic equipment;
• Receive reports of and perform the initial investigation of burglaries;
• Directs and controls crowds and traffic at accidents or special events ;
• Assists in tracking of gangs and habitual offenders;
• Schedules required and preventative maintenance for police vehicles, radios, etc.;
• Reviews paperwork for transporting to District Attorney;
• Manage the department’s digital evidence and discovery materials;
• Handles non-emergency calls for service including walk-ins and field contacts;
• Administer online crime reporting system (COPLOGIC).

Qualifications

The following are the minimum qualifications necessary for entry into the classification:

EDUCATION AND EXPERIENCE:

• Associate’s degree in police science, business, or public administration
  OR
• Two (2) years of full-time experience in customer service working directly with the public

NOTE:
To qualify for the educational incentive benefit, candidates must possess a degree level of Bachelor's or above.

LICENSING/CERTIFICATIONS:

• Valid California Class C Driver’s License with a satisfactory driving record.

OTHER REQUIREMENTS:

• Must be able to effectively communicate in English, both orally and in writing
• This position requires the employee to wear a uniform when working in patrol-related assignments.

Selected candidate(s) must pass a thorough reference check and background investigation. Some positions that work with or have access to the Police Department may require a polygraph exam. Select positions may require candidates to undergo a pre-employment medical and/or psychological evaluation.

Positions in this classification are represented by the Service Employees International Union (SEIU).

NOTE:

For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools. Candidates must be proficient and comfortable with computer use to perform functions associated with ongoing work.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12-month probationary period. Internal applicant probationary periods will be governed by the applicable MOU.

Pursuant to California Government Code Section 3100, all public employees are required to serve as disaster service workers subject to such disaster service activities as may be assigned to them.
