The Job

We are recruiting applicants who have the skills and experience to become our new Community Resiliency Program Specialist. This job is currently funded to the end of 2027, with the potential to become a regular position.

The focus of this job is to maximize the impact of the grants we award. Ensuring that immigrant and refugee communities receive support through accessing OIRA’s programs to meet their needs, improve their lives, stability, and integration. You will use your project management and RFP experience to research, plan, and manage equitable RFP processes. You will use your financial skills to track and report on budgets and spend downs. You will use your research and analysis skills to gather and evaluate data on the impact of current and previous awards to determine future investments. You will use your communication skills to gather and share information clearly and accessibly, working with a variety of internal and external audiences. You will work with partners to create consistent systems that support data collection and evaluation, determine optimal funding models, and identify best and promising practices for OIRA’s programs.

  • Made budget and program recommendations
  • Government RFP, grant, and contracting experience, including research, planning, and management of equitable RFP processes, and experience using grant management software to track program budget progress and outcomes
  • Organized and juggled work priorities to meet quality and time-sensitive deadlines
  • Gathered and analyzed data to measure performance and support recommendations and policies.
  • An understanding of current and emerging issues impacting immigrants and refugees
  • Identified, applied for, and managed federal, state, and/or local government funding
  • Conducted community needs assessments to identify systems response needs and gaps, created reports on findings, and made written and oral recommendations
  • Worked with internal and external partners to improve services
  • Listened and communicated successfully and respectfully with all audiences

Qualifications

In addition to the qualities mentioned above, you will need to possess the following required qualifications (or a combination of education, and/or training, and/or experience which provides an equivalent background required to perform the work of the class):

Five years of experience in planning and research related to public health, human services, or other work directly related to City planning and development activities

OR

Four years of experience in planning and research related to public health, human services, or other work directly related to City planning and development activities, and an associate's degree in planning, human services, or public administration.

OR

Three years of experience in planning and research related to public health, human services, or other work directly related to City planning and development activities, and a bachelor's degree in planning, human services, or public administration.

Supplemental information

This job is classified as a Planning & Development Specialist, Senior-BU, and is represented by a Collective Bargaining Agreement with PROTEC17-Professionals Unit. The salary range is $56.23 - $65.54. Personnel Rules will determine the salary placement of current regular City employees. New employees start at Step 1 in this 5-step salary schedule.

This position offers the flexibility of a hybrid work schedule. Individual schedules will be based on agreement between the employee and management. Monthly Board meetings and ad hoc community events are typically held outside of normal business hours.
