DEFINITION

Under general direction of the Juvenile Court Administrator, plans and directs the community-based juvenile court programs. Work includes planning, organizing, supervising and evaluating the work of juvenile court staff (various positions), monitoring program compliance with court policies and procedures; coordinating youth services with other juvenile court, human service and community-based youth services.

EXAMPLES OF DUTIES

Develops policies and procedures for the court's non-secure programs, including Shelter Home and Home Detention, consistent with court policies and state statutes; supervises professional staff associated with these programs, including training, monitoring and evaluating performance, effectively recommending personnel actions (e.g., hiring, retention, adjustment of grievances, discipline, etc.); coordinates services with other county departments, schools, law enforcement, and community-based programs; develops, writes, and administers grant programs and performs all related activities, including grant applications, contract development and management, reporting procedures (fiscal and program) and evaluation; serves as the liaison and manager for contractual agreements with other counties who use the Shelter Home; represents the Juvenile Court on a variety of community-wide collaborative committees and projects; provides training related to the juvenile court for law enforcement, human service agencies, schools and others; performs related work as needed or assigned.

Qualifications

Education, Training and Experience:

A combination of training and experience equivalent to a Bachelor's degree in social work, counseling or related human services field and five (5) years’ experience providing services to children and families involved in the juvenile justice system including two (2) years’ experience supervising or performing a leadership role in programs providing services to children and families. A master's degree in a relevant field will be substituted for two (2) years of the required experience.

Special Requirements:

Must have a valid driver’s license, or access to reliable personal transportation, or equivalent. Also refer to the “Physical and Environmental Work Requirements” section below.

Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job’s responsibilities. Wisconsin’s Fair Employment Law, s. 111.31 – 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. However, Dane County may disqualify an applicant if the position’s responsibilities are substantially related to the applicant’s criminal history (e.g., the nature of the crime and its relationship to the position, whether hiring, transferring or promoting an applicant would pose an unreasonable risk to the business, its employees, customers and vendors, etc.) Management reserves the right to make employment contingent upon successful completion of the background check.

For Bilingual Positions:

  1. Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong, etc.).
  2. Applicants being considered for bilingual positions will be tested during the recruitment process prior to employment. This will primarily consist of passing an oral language proficiency assessment from English to foreign language and foreign language to English, but may require additional language testing, such as written translation, if it is an essential function of the job.

*If applicable, individuals may confirm with the Employee Relations Division whether results of bilingual language certifications/examinations they currently hold qualify them for the position’s bilingual designation.

Physical and Environmental Work Requirements:

Professional office work environment. Work involves walking, sitting, standing, bending, stooping, twisting, turning, lifting, carrying, pushing, pulling, grasping, and reaching within normal ranges. Ability to lift and move a variety of work-related materials weighing up to 25 pounds (with/without assistance). Prolonged computer and phone use. Manual dexterity using fine and gross motor skills. Ability to speak and be heard by others. Ability to see and hear within normal ranges with or without corrective devices.

Supplemental information

Extensive knowledge of child development, behavior and human service practices and the ability to develop policies and procedures and direct the work of others consistent with that knowledge and court policy and state statutes; knowledge of effective managerial or leadership methods and the ability to plan, organize and evaluate the work of subordinate staff; considerable knowledge of the juvenile justice system, including other human service and community-based resources for children and families and the ability to effectively integrate the needs of the court with the needs and resources of other providers and the community; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with other employees, attorneys, community and state agencies, and the general public.
