The Community Outreach Coordinator II is responsible for building and managing the participant pipeline that powers Mission Services’ workforce training programs. This is a new community-facing role that combines strategic partnership development with disciplined funnel management to ensure that Mission Services consistently attracts motivated, qualified applicants in sufficient volume to fill training cohorts across all program areas.
Major Responsibilities:
Partnership Development & Management
- Cultivate, develop, and manage a portfolio of 20 active referral partnerships with organizations that serve Mission Services’ target populations, including but not limited to AJCC/work2future, the Santa Clara County Social Services Agency’s employment services division, community-based nonprofits, continuation schools, and alternative high schools.
- Independently identify organizations with similar service populations and complementary services and establish formal referral agreements and communication protocols with partner organizations, ensuring partners always have a clear, current understanding of Mission Services’ program offerings, eligibility criteria, cohort schedules, and enrollment process.
- Maintain consistent, relationship-centered communication with partner contacts by providing updates on program availability, celebrating shared participant successes, and responding quickly to partner inquiries.
- Independently identify and cultivate new referral channels as Mission Services’ program portfolio grows, including faith-based organizations, public housing agencies, reentry programs, and veterans’ service organizations.
- Represent Mission Services compellingly at community events, partner convenings, and outreach activities, positioning the organization as a trusted and high-quality workforce development resource.
Coordinate Participant Funnel
- In partnerships with the Senior Director of Workforce Development and Partnerships, and the relevant program managers, ensure precise coordination of the full top-of-funnel participant flow, maintaining a pipeline of approximately four applicants for every available training slot across Mission Services’ program portfolio, to the tune of 1,600 applicants annually.
- In partnership with the CTE Program Manager and the Employer Engagement Manager, apply program-specific eligibility and gating criteria to develop processes that both help referrals partners to screen applicants and allow applicants to self-screen; ensure that our systems direct and match prospective participants to the right program based on their background, readiness, and goals including sequencing participants through prerequisite programs where appropriate.
- Maintain accurate intake records and funnel metrics, tracking applicant volume, conversion rates, and cohort fill rates across programs.
- Proactively adapt to recruitment activities in alignment with the program calendar and demand, including accelerating outreach when cohort fill is below target and adjusting messaging and sourcing strategies based on what is and is not working.
- Work closely with the Senior Director of Workforce Development and Partnerships and CTE Operations Coordinator to anticipate cohort schedules and ensure the pipeline is consistently stocked and appropriately screened several weeks in advance of each cohort start.
Communications & Outreach Strategy
- Develop and maintain clear, compelling, and audience-appropriate outreach materials communicating Mission Services’ program offerings, eligibility criteria, and enrollment process to partner organizations and prospective participants.
- Develop and execute recruitment and community partnership strategies to meet program enrollment goals.
- Publish and distribute a regular cohort schedule to referral partners, providing sufficient lead time for partners to identify and prepare eligible candidates.
- Participate in a monthly coordination meeting with program Coordinators and the Employer Engagement Team to keep program schedules, gating criteria, and messaging current and aligned.
- Use digital and social channels, in coordination with Goodwill of Silicon Valley’s communications function, to raise awareness of program offerings among target populations.
- Develop outreach strategies tailored to specific populations, including justice-involved individuals, veterans, people exiting homelessness, young adults, and dislocated workers.
Direct Community Outreach & Presence
- Maintain a regular, visible presence in the communities Mission Services serves through attendance at job fairs, community events, neighborhood gatherings, and partner site activities in order to build the social trust and credibility that sustains referral relationships over time, and which generates direct referrals and self-referrals.
- Represent Mission Services at job fairs hosted by work2future, the Santa Clara County Social Services Agency, community colleges, continuation schools, and community-based organizations in order to actively engage prospective participants and generate direct referrals.
- Independently identify high-visibility opportunities and unique community-facing opportunities to strategically build brand awareness and foster word of mouth about MSSV’s workforce development and training programs.
- Conduct direct outreach at partner sites, including nonprofit offices, workforce centers, reentry programs, and high school campuses to present MSSV’s programs, answer questions, and build relationships with both partner staff and prospective participants.
- Show up consistently in community as a recognizable, trusted face of MSSV’s workforce programs, understanding that relational legitimacy is built through sustained presence, not one-time visits.
- Independently identify and attend emerging community events and convenings that provide access to target populations, exercising judgment about where MSSV’s presence will generate the highest-quality engagement.
Data, Reporting & Continuous Improvement
- Analyze and report key funnel metrics, including applicant volume by source, conversion rates, no-show rates, and cohort fill rates on a regular basis to the Senior Director of Workforce Development and Partnerships.
- Use data to continuously refine outreach and partnership strategies, doubling down on what works and pivoting away from what doesn’t.
- Maintain accurate records of all partner contacts, outreach activities, and applicant interactions in Mission Services’ data systems.
- Contribute participant intake and referral data needed for CalCRG and other grant reporting, in coordination with the Director and compliance staff.

Qualifications

Required Qualifications:
- Bachelor’s degree in social work, public administration, communications, workforce development, or a related field, OR equivalent combination of education and experience.
- Minimum three years of experience in community outreach, partnership development, case management, or a related role, with demonstrated success building institutional relationships and generating referral or participant flow.
- Knowledge of the Santa Clara County community and social services landscape, including familiarity with key nonprofit, public agency, and community-based organizations serving low-income and barrier-affected populations.
- Strong interpersonal and relationship-building skills, with the ability to establish trust and credibility with diverse institutional partners and community members.
- Excellent written and oral communication skills, including the ability to develop clear outreach materials and present Mission Services’ programs effectively to varied audiences.
- Ability to manage multiple partner relationships and recruitment timelines simultaneously with strong organizational skills and follow-through.
- Comfort with data: ability to track funnel metrics, interpret results, and use data to inform outreach strategy.
- Strong commitment to trauma-informed, client-centered experiences, back by experience supporting interagency relationships or designing programs that increase participant success
- Valid California driver’s license, auto insurance, and reliable personal vehicle. Willingness to travel regularly throughout Santa Clara County for partner meetings and community engagement.
Preferred

Qualifications:
- Direct experience working with justice-involved individuals, veterans, people exiting homelessness, young adults, or other populations facing significant employment barriers.
- Familiarity with WIOA-funded programs, AJCC/America’s Job Center systems, or county social services employment programs.
- Experience in workforce development, young adult/adult education, or career training program recruitment.
- Bilingual in English and Spanish, Vietnamese, or another language widely spoken in Santa Clara County strongly preferred.

Working Conditions:
This position is based at Goodwill HQ in San Jose with regular travel throughout Santa Clara County for partner meetings, community outreach events, and site visits. The role involves frequent contact with the public, community organizations, and social service agencies. Occasional evening or weekend hours may be required for community events or outreach activities. The position operates with significant autonomy and requires strong self-direction.
Physical & Emotional Requirements:
This role involves moderate emotional effort given regular engagement with individuals and communities facing significant life challenges. The position requires frequent travel, sustained community-facing engagement, and the ability to navigate complex human situations with empathy, professionalism, and appropriate boundaries. Light physical requirements include lifting up to 20 lbs.
