Main purpose of position

Currently we are looking for a Community Liaison Officer (CLO), Buciumi Project - Romania, to join our global team. You will maintain stakeholder relations and act as a binding agent between Scatec and the local communities. The CLO will implement social management processes and community development initiatives to mitigate project related impacts and to benefit local communities.

Project location – Comuna Buciumi, Judetul Bacau

Main responsibilities

Liaise with the project management & local government offices for planning and implementation of community development initiatives and communication of local job opportunities to the communities

Relationship building

  • Establish and maintainan effective relationship between the local communities and Scatec
  • Promote programs, facilitatecommunication, and gather feedback to ensure organizational initiatives meet local needs.
  • Build and foster an environment that supports community involvement, continuous community engagement
  • Provide community members with opportunities to express their concerns and raise issues
  • Representingthe organization at community events, meetings, and forums.
  • Rally and build community spirit around the project
  • Engage and facilitatecommunity meetings

Stakeholder engagement

  • Provide regular and timelyinformation and project updates to the local community and relevant stakeholders.
  • Create a stakeholder database, develop and regularly update community profiles and expectations
  • Report any community issues to the line manager and project/plant manager of that might affect the project activities or operations
  • Acting as a point of contact to address inquiries, concerns, and feedback from the community.
  • Mediating potential issues that arise between community members and the organization via the grievance mechanism

Social management and community development programs

  • Deliver weekly and monthly reports on activities
  • Identifyand develop proposals for community development projects aligned with the sustainability policy
  • Review and identifypotential partners for community development initiatives

Qualifications and competencies

  • University degree
  • General knowledge of local and state government practices
  • Well-developed knowledge of local language, culture, customs and practices in the community
  • Have IT skills for operating Software and Apps
  • Must be able to work flexibly according to operational needs
  • Must have a valid driver’s license
  • 2+ years in community experience in the following areas are plus:
  • Socio economic development
  • Stakeholder management and organisational capacity
  • Formulation of strategies
  • Project management experience

Additional information: 12 month contract
