About NATSIFAC and the Community Engagement Officer

The National Aboriginal and Torres Strait Islander Flexible Aged Care (NATSIFAC) Program is a government funded program with the Department of Health, Disability and Ageing (DoHDA) to provide culturally appropriate aged care to older Aboriginal and Torres Strait Islander peoples. The Service Providers in this program deliver a mix of aged care services, mainly in rural and remote areas to support Elders to stay connected to their communities, culture and families while receiving the care they need.

The Community Engagement Officer is responsible for developing and delivering targeted, culturally safe engagement and assistance to National Aboriginal and Torres Strait Islander Flexible Aged Care Program (NATSIFACP) Service Providers to support their transition to the new Aged Care Act 2024 and Aged Care Rules.

This position forms part of a national, cross-functional engagement team of cultural and technical experts. The role provides cultural leadership and practical support, ensuring Aboriginal and Torres Strait Islander aged care services confidently implement reforms while delivering compliant, culturally grounded care.

Key
Responsibilities

As a key member of both the project team and a small national
engagement team, you'll provide cultural leadership through relationship
building and practical assistance, ensuring engagements respect community
protocols while supporting aged care compliance. Key responsibilities
include:

  • Delivering culturally safe capacity support activities with NATSIFACP Service Providers to support their understanding and implementation of the new Aged Care Act 2024 and associated Rules.
  • Partner with technical experts to interpret legislative, reporting, and administrative changes, translating them into accessible and culturally relevant messages and materials.
  • Support providers to embed changes into local systems, policies, and day today practices in ways that uphold cultural safety and community priorities.
  • Assist providers to communicate the changes clearly to their staff, care recipients, families, and carers in culturally appropriate ways.
  • Provide advice, feedback, and cultural guidance to the project team to ensure all resources, materials, and engagements are culturally safe.
  • Facilitate and maintain strong, trusted relationships with Aboriginal and Torres Strait Islander service providers and community representatives.
  • Contribute to project planning, project monitoring, and reporting activities, reflecting community perspectives and lessons learned.
  • Deliver in person engagements and support provider organisations in their local contexts.

Qualifications & Experience

  • Relevant qualification or equivalent experience in community development, public health, aged care, or First Nations governance (desirable).
  • Demonstrated extensive experience (minimum 5 to 8+ years) working with Aboriginal and Torres Strait Islander communities/service organisations in engagement, training, consultation, or capability building roles.
  • Knowledge of the NATSIFAC program, aged care reforms (Aged Care Act 2024), will be highly regarded but not essential
  • Demonstrated cultural competence in working with Aboriginal and Torres Strait Islander peoples, including a strong understanding of Aboriginal and Torres Strait Islander cultures, histories, and the ongoing impacts experience by Aboriginal and Torres Strait Islander peoples

Skills & Abilities

  • Experience in delivering capacity support activities to service organisations, including facilitating in-person engagements and workshops.
  • Strong communication (verbal/written) to translate complex information into clear, accessible formats for diverse audiences (providers, Elders, staff, families).
  • Relationship building expertise to foster trust across urban/remote contexts and with non-Indigenous technical team members.
  • Project coordination and project monitoring skills, including planning for site visits, managing feedback, and contributing to reporting and continuous improvement.
  • Proficiency in Microsoft 365 (Teams, SharePoint, Planner) for collaboration/documentation.
  • Adaptability for frequent travel and flexible scheduling guided by community/provider needs and availability.

Essential Requirements

  • To be eligible for employment with Ninti One applicants must be an Australian citizen
  • Frequent travel to urban, regional, rural, remote, and very remote locations will be required
  • Obtain and satisfy a national police history check
  • Obtain a working with children and vulnerable people check
  • Hold a current drivers’ licence

Ninti One manages the research activities and partnerships of the Cooperative Research Centre for Remote Economic Participation Intellectual Property from the former Desert Knowledge Cooperative Research Centre.

Based in Alice Springs, with research hubs and key staff around the country.
