Norwegian Refugee Council (NRC) has operated in Ukraine since 2014 and significantly scaled up its response following the 2022 escalation, delivering multi-sectoral assistance to conflict-affected and displaced populations.
NRC Ukraine is committed to integrating Community Engagement and Accountability (CEA) and Safe and Inclusive Programming (SIP) across the Country Office to improve how we work with affected communities and ensure programmes are safe, participatory, accountable, and dignified.
The Community Engagement and Accountability (CEA) Coordinator will play a key role in the development and rollout of a CEA roadmap to ensure CEA is integrated across all programme, support, and partner-implemented activities. The role will also support implementation of the SIP action plan.
The CEA Coordinator will sit with the Country Office Programme Support Unit and works closely with management, programme, area office, and field teams.
Generic Responsibilities
Ensure compliance with NRC policies and procedures, handbooks and guidelines
Ensure compliance with CEA and SIP standards, handbooks and guidelines.
Support staff with capacity strengthening and mentoring of NRC staff and partners on CEA and SIP.
Implement tasks in line with the SIP action plan.
Manage tasks independently in line with priorities.
Prepare reports and basic analysis.
Maintain proper documentation and filing.
Specific responsibilities
Finalise the CEA baseline and lead the development of a country-level CEA roadmap for the next strategic period with a focus on the pillars of participation and information provision.
Monitor progress against the CEA roadmap and the SIP action plan.
Provide capacity strengthening to staff and partners on community engagement and inclusion.
Facilitate and/or co-facilitate community engagement activities in coordination with CC teams, including FGDs and KIIs while building the capacity of field teams to plan and conduct similar exercises independently.
Conduct and/or accompany CC teams on field monitoring visits to strengthen CEA practices, systematically identify gaps, and recommend practical mitigation measures to improve programme quality and accountability.
Develop and contextualise CEA tools, SOPs, and guidance in collaboration with the Global CEA team.
Support integration of CEA into NRC’s Ways of Working, ensuring it is embedded across teams (programme and support), systems, tools and routines.
Support institutionalisation of SIP by ensuring that SIP focal points at AO and CO levels are trained and replaced as needed.
Liaise with relevant local and national authorities and stakeholders, and represent NRC in coordination forums and working groups.
Articulate NRC Ukraine’s CEA commitments, approaches, and standards to internal and external audiences.
Contribute to donor proposals and reports, ensuring integration of CEA and SIP commitments.
Undertake other duties as assigned by the line manager.
Generic professional competencies
2-3 years of experience within a non-government organisation (NGO) or civil society organisation
Relevant university degree in social sciences, development studies or related field
Experience delivering training, facilitating sessions, and strengthening capacity for diverse audiences
Strong communication and interpersonal skills with the ability to build trust and collaborate across teams and with external stakeholders
Proficiency in Microsoft Office (Word, Excel, PowerPoint)
Context related skills, knowledge and experience
• Experience in social or humanitarian projects involving meaningful community engagement and accountability.
• Strong understanding of community engagement approaches and effective communication with communities.
• Knowledge of global standards and approaches related to protection mainstreaming as well as gender, age, and diversity.
• Fluency in English and Ukrainian (spoken, reading, and writing).
• High level of integrity and ability to handle sensitive matters with discretion.
