The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.
The Community Development Specialist II provides technical assistance and support to North Carolina’s Primary Care Safety Net by working directly with Community Health Grant and Medication Assistance Program sites throughout the state. The role supports site and process development, outreach, and compliance activities to help agencies meet program and financial requirements, including performance goals and measures.
Work includes monitoring grants, conducting financial and data analysis, preparing quarterly performance measurement surveys, and assessing statewide needs related to prescription assistance, community health, and electronic technology services. The position also strengthens services for vulnerable populations through technical assistance, program development, contract monitoring, provider recruitment, and evaluation activities. The role functions as a resource for agencies developing grant programs and implementing State requirements.

The North Carolina Office of Rural Health (ORH) became the first State Office of Rural Health in the nation in 1973. The ORH was created to focus on the needs of rural and underserved communities and continues to empower communities and populations by developing strategies to improve quality and cost-effectiveness of health care for all. While ORH does not provide direct care, its programs support numerous health care safety net organizations throughout the state. Continued support and recurring funding for ORH strengthened North Carolina’s health care safety net infrastructure to ensure that all of the state’s medically vulnerable residents (Uninsured, Underinsured, Medicare and Medicaid) have access to affordable and appropriate high quality primary care. It is a conservative estimate that the State’s primary care safety net system serves 1.1 million vulnerable residents.
The Community Health program strengthens North Carolina’s health care safety‑net system to ensure low‑income and medically vulnerable residents—including uninsured, underinsured, Medicare, and Medicaid beneficiaries—have access to affordable, high‑quality care. Its goals include expanding access to preventive and primary care services, establishing safety‑net primary care in counties lacking such resources, creating or enhancing clinical services, and increasing provider capacity by improving or replacing facilities, equipment, and technology.

Bachelor's degree in sociology, psychology, political science, business administration, public administration or related field, from an appropriately accredited institution and four years of experience related to the specific program assignment; or an equivalent combination of education and experience.
