The Directorate for Public Governance ( GOV) leads the OECD’s work on public governance, supporting co-ordinated, innovative, international action across both domestic and global policy agendas. The Directorate implements the priorities of the Programme of Work and Budget (PWB) set by Member Countries and the Secretary-General in its area of responsibility.

Within GOV, the Blue Dot Network ( BDN) Secretariat is an independent entity hosted by the OECD, while operating under OECD Rules and Regulations. A multi-stakeholder initiative dedicated to advancing quality, transparent and resilient infrastructure investment globally, the BDN brings together governments, the private sector and civil society. It is governed by the BDN Steering Committee, currently made up of the governments of Australia, Japan, Spain, Switzerland, Türkiye, the United Kingdom and the United States.

The BDN is seeking a Communications & Stakeholder Engagement Co-ordinator to join its small and committed team, under the guidance of the Head of the Secretariat and senior staff. The Co-ordinator will help support and enable the implementation of the BDN initiative under the direction of the Steering Committee. This position requires a proactive and strategic communicator with strong relationship‑building skills, an understanding of the global infrastructure and development finance landscape, and the ability to translate complex ideas into compelling messages and engagement activities.

The selected candidate will play a key role in expanding the Blue Dot Network’s global footprint by developing, managing, and scaling integrated content and digital, communications, marketing and PR strategies, tactics, and transversal initiatives and partnerships. S/he will support the development and execution of the Secretariat’s outreach and communications strategy while driving meaningful stakeholder engagement across the infrastructure investment ecosystem.

Main Responsibilities

Stakeholder identification & engagement

• Map and analyse stakeholders across the infrastructure investment ecosystem, including investors (e.g. Limited Partners (LPs) and General Partners (GPs)), financial institutions, development banks, project developers, engineering firms, industry associations, civil society networks, and government agencies.
• Support targeted outreach to prospective partners and champions of the Blue Dot Network, and manage and nurture ongoing relationships, ensuring timely follow-up and engagement tracking.
• Support the organisation and implementation of the BDN Executive Consultation Group and Steering Committee work programme, including stakeholder consultations, working groups and strategic dialogues.
• Identify strategic opportunities for collaboration, co-sponsored initiatives, joint events and pilot engagements.

Communications & outreach strategy

• Support the development of an integrated communications and outreach plan for the BDN, including a robust digital presence.
• Promote the visibility and awareness of the BDN and its business, ESG and sustainability strategies.
• Prepare briefing notes, pitch decks and partnership proposals tailored to different stakeholder groups.
• Following OECD editorial rules and best practices, draft and deliver high‑quality communications products including:
  • Blogs and articles
  • Stakeholder updates and newsletters
  • Video clips and case studies of certified projects
  • Talking points and speeches
  • Social media content and web copy
  • Thought leadership pieces
• Keep the BDN website up to date and aligned with OECD rules and best practices for the web. Liaise with website host.
• Prepare regular reports and dashboards on outreach progress and partnership development.
• Conduct all communications and outreach work in alignment with OECD rules and best practices, and in co-ordination with the Directorate for Communications and GOV Communications team as needed.

Events & partnership support

• Plan, co-ordinate, and execute events such as workshops, webinars, conferences and panel sessions.
• Collect audience insights and feedback to refine future engagement activities.
• Track developments in infrastructure financing trends, sustainability standards and certification ecosystems to inform strategic positioning.
• Co-ordinate content development with external partners, internal leadership and communications teams.

Qualifications

Ideal candidate profile

Academic background

• A Bachelor’s or Master’s degree (or equivalent) in international relations, business, public policy, sustainable development, communications or a related field.

Professional background

• Minimum of three-to-five years demonstrated experience in business development, partnerships, stakeholder engagement, or strategic communications, ideally within the infrastructure, finance, or international development sectors.
• Understanding of infrastructure financing, public-private partnerships (PPPs), ESG (Environmental, Social, and Governance) standards, development finance, or global sustainability frameworks.
• Excellent written and verbal communication skills, with proven experience in producing high-quality content for diverse audiences, including translating complex technical or financial concepts into engaging content for a broad public.
• Demonstrated ability to build and maintain professional relationships across public and private sectors.
• Strong organisational skills and the ability to manage multiple priorities with minimal supervision.
• Experience working with multilateral institutions, development banks or public-private partnerships would be an advantage.
• Familiarity with certification systems or quality infrastructure standards would be an advantage.

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
• Knowledge of other languages would be an asset, in particular in Spanish and/or Portuguese.

Contract Duration

• 13 month fixed-term appointment, with the possibility of renewal to a maximum of 36 months.
