Job Description

Communications Officer | 10155 | Temporary Contract until April 2028 | 37 hours per week | £37,280 to £39,152 per annum (Scale I) | County Hall, Norwich

Are you a creative communicator with a passion for delivering high quality, creative campaigns? We’re looking for a skilled Communications Officer to lead and deliver targeted marketing activity that encourages more people to travel by bus across Norfolk.

This role is central to supporting Norfolk County Council’s ambitious Bus Service Improvement Plan which aims to increase bus passenger numbers, improve public transport awareness, and help people make greener, healthier travel choices.

About the role

You’ll plan, develop and deliver engaging multi‑channel marketing campaigns promoting bus services. Working to an agreed communications plan, you’ll oversee multiple projects at once – from concept and content development through to delivery, evaluation and reporting.

You’ll create high‑quality content across a range of formats, including social media, web, print and video. While also looking for opportunities to promote services across local mainstream media.

Working closely with colleagues, partners and stakeholders, you’ll help ensure messages are clear, consistent and delivered through the most effective channels.

Key responsibilities

  • Deliver targeted marketing and communication campaigns promoting bus travel in Norfolk.
  • Manage multiple projects simultaneously, ensuring delivery on time and to budget.
  • Provide expert advice on channel selection, audience targeting and campaign integration.
  • Create engaging written and visual content for a wide range of internal and external channels.
  • Use insight, data and evaluation to inform campaign development and monitor effectiveness.
  • Support media handling, drafting briefing documents and responding to enquiries where needed.
  • Build and maintain positive working relationships with stakeholders across the council and beyond.

About you

You’ll be an enthusiastic communications professional who is:

  • Skilled at writing engaging content tailored to different audiences.
  • Comfortable analysing data and using insight to inform decisions.
  • Able to manage competing priorities and work under pressure.
  • Creative, organised, and confident working both independently and as part of a team.
  • Experienced in delivering structured, measurable campaigns.
  • Knowledgeable about media, marketing and digital communication trends.

Experience working in a public‑sector or similarly complex organisation is desirable but not essential.
