The North Carolina Office of State Budget & Management (OSBM) delivers the highest quality budget development and management services for state government. Overseeing the state’s budget process is at the heart of much of what we do. OSBM is the primary fiscal advisor to the Governor and works across all branches of state government. Yet OSBM is much more.

  • Our team provides budget and policy analysis counsel to the Governor, state agencies, and state legislature.

  • We analyze economic and demographic data to inform decisions and maintain a balanced budget.

  • We provide state agencies with services to support stewardship of public resources and prudent decision-making. This includes tools to improve operational efficacy through data and evidence, such as strategic planning, performance management, and impact analysis.

  • And we support agencies’ financial control structures such as grants management, internal audits, and the oversight committee for retired state employees' health benefits.

  • Our office is also home to the state fraud hotline, where any citizen can report suspected misuse of public resources.

Shape the future of NC’s budget systems. OSBM, as part of the Governor’s Office, is excited to announce the opportunity to join our team as our Communications Director. This role will develop and support OSBM's communications strategy.

Key Responsibilities include, but are not limited to:

• Developing and Implementing Communication Strategies: Lead the development and implementation of comprehensive communication strategies for OSBM, both internally and externally, to ensure effective dissemination of key messages and initiatives.
• Publication Coordination: Coordinate major OSBM publications and resources in collaboration with subject-matter experts and our tech team. This includes managing digital newsletters and ensuring consistent branding and messaging.
• Social Media Management: Oversee OSBM's social media presence and policy, ensuring alignment with organizational goals and objectives while maintaining an engaging online presence.
• Website Content Development: Develop and maintain engaging content for the OSBM website, including blogs, videos, agency events, and training materials, to provide relevant and timely information to our stakeholders.
• Accessibility: Serve as the agency Digital Accessibility Coordinator, promoting digital accessibility and serving as the agency expert on best practices and requirements.
• Branding and Design: Develop OSBM branding materials and format training and recruitment materials to ensure consistency and professionalism in all communications.
• Graphic Design: Create visually appealing graphics for web and social media, as well as agency collateral and publications, to enhance the visual impact of our communication materials.
• Continuous Improvement: Stay updated on industry best practices and emerging trends to keep OSBM at the forefront of effective communication strategies.
• Technical Editing: Serve as the Technical Editor for written materials, including proofreading and formatting memos and presentations, to ensure accuracy and clarity in all communications.
• Presentation Management: Create and maintain presentation templates and a presentation "library" to support OSBM staff in delivering impactful presentations to internal and external audiences.
• Public Information Officer: Serve as the primary contact for media and public records inquiries, representing OSBM and providing timely and accurate information to the public.
• Records Management: Serve as OSBM's Chief Records Officer and Records Retention Expert, ensuring compliance with records management policies and procedures.

Knowledge Skills and Abilities/Management Preferences

If you possess any of the following skills or qualifications, please include them in your application:

  • Demonstrated experience applying journalistic and communications principles to develop and disseminate information across multiple media channels.
  • Proven ability to plan, write, and edit content using correct English usage and standards consistent with professional formats, including experience leading staff preparing communication material developed by others
  • Demonstrated experience managing social media and website platforms and using multimedia tools and technology to support organizational communication.
  • Documented experience independently managing complex, simultaneous projects, applying sound judgment to advance work and make decisions with minimal supervision.

Minimum Education and Experience

Bachelor’s degree in communications, public relations, public affairs, media, journalism, English, or related field from an appropriately accredited institution and four years of experience in communications, public relations, or publicity work; or an equivalent combination of education and experience.
