The Opportunity

We are seeking a Communications Consultant to join our Foundations Advisory team working on a large-scale reform programme with the Government of Maharashtra, focused on workplace quality, employee experience, personnel management, and capacity building across the state.

Reform at this scale succeeds or fails on adoption. Much of what stands between a programme like this and its outcomes is a communications problem — helping a very large workforce understand what is changing and what they are being asked to do differently.

This is a hands-on role combining behaviour change communication, campaign design, learning content and day-to-day production. It suits someone who can move between writing a module script in the morning, designing a poster in the afternoon, and briefing a senior government stakeholder the next day.

Key Responsibilities

Behaviour change communication and learning content

  • Design behaviour change communication on workplace norms, including digital safety, physical safety and hygiene, and translate these into content that people actually complete and act on.
  • Design course content, module scripts, assessments and job aids for government learning platforms.
  • Develop communication collaterals for training-of-trainer, playbooks and orientation material for stakeholders delivering the programme on the ground.
  • Produce collateral in bilingual form, recognising that field-facing material has to work in the language people use at work.

Campaigns, channels and production

  • Support adoption communications for digital platforms and new processes being introduced across the programme.
  • Leverage the existing channels for effective communication, internal circulars, digital signage, mobile applications, social media and official channels, rather than building new ones.
  • Design wayfinding, visitor guidance and signage as part of visible, near-term workplace improvements.
  • Produce finished collateral hands-on, posters, standees, signage, social cards, short video, decks and one-pagers, etc. for various work tracks.
  • Plan and run the programme's social media presence — build the content calendar, write and design posts, and adapt campaign material to suitable formats each platform rewards, working within the client's own handles and approval conventions.

Narrative, documentation and recognition

  • Document the programme so that a visible body of knowledge exists — case studies, before-and-after records of early wins, and the learning from each workstream.
  • Design the recognition approach, and support identifying mechanisms for awards.
  • Support workshops, convenings, launches and review events, from run of show to material to follow-up.
  • Prepare briefing material, notes and presentations for senior client stakeholders.

Stakeholder engagement and measurement

  • Work day to day with client officials and partner organisations, building the credibility that gets material approved and circulated.
  • Track engagement and act on it — completion, adoption, campaign reach and channel performance — and feed the results into the programme monitoring and evaluation framework.

The Ideal Candidate

  • 4 - 7 years of experience in communications, behaviour change communication, campaign design, content design or public sector communications, with a postgraduate degree preferred.
  • Demonstrated experience designing behaviour change or awareness campaigns for large, dispersed audiences, in government, the public sector or large-scale social programmes.
  • Experience designing learning content — course modules, scripts, job aids or training-of-trainers collateral.
  • Hands-on with design and production tools such as Canva or the Adobe Creative Suite, and able to take a piece from message to finished artwork independently.
  • Working knowledge of Marathi is strongly preferred, particularly the ability to write, adapt or closely review Marathi collateral.
  • Prior experience working with government stakeholders, public sector clients or within a government office; familiarity with how government decision-making and approvals work is strongly preferred.
  • Comfortable with data — platform and social media analytics, completion and adoption data — and able to use it to improve what goes out next.
  • Outstanding written and verbal communication in English, with exceptional attention to detail and the ability to make complex subject matter legible to very different audiences.
  • Strong interpersonal and stakeholder management skills, and the ability to build credibility across government, partner organisations and internal teams. Agile, self-starting and comfortable shaping the role as their own where priorities shift.
  • Able to work from the client office five days a week.
