PURPOSE OF THE JOB

The Lead Buyer is responsible for managing the procurement strategy and for assigned platforms.

KEY NETWORK & LINKS :

  • Leading Unit & Participating Units
  • TC&IS Platform
  • RS Platforms
  • SPQD
  • Buyer and Tender Sourcing Leaders (worldwide)

Platform Procurement

  • Contribute to the Platform Procurement Strategy process.
  • Participate in Platform routines
  • Implement when relevant the PA or Platform Agreement
  • Define and secure corresponding contractual requirements.

Supplier Relationship:

  • Manage some global supplier panel relationship (QBR, contractual negotiation leader, Partnership,..)
  • Frame Agreements and Partnership programs implementation.
  • Ensure global QCDT targets achievement, CONQ** & claims management for the global suppliers in charge Promote supplier-driven innovation to enhance product differentiation and competitiveness.
  • Lead supplier QCDT performance reviews
  • Promote and ensure compliance with the Alstom Code of Ethics and the highest ethical standards.

Commodity Animation & Support

  • Monthly Commodity Preparation & Animation
  • Weekly/Monthly/Bi-weekly with Site (NAM, LAM, DACH, INDIA)
  • Risk review (work spread between CL & CD)
  • Active participation to commodity strategy on her/his scope;
  • Represent the commodities towards Region (bid team, projects) and Platforms
  • Risk review (work spread between CL & CD)

Tenders & Project Procurement

  • Animation of the Bi-Weekly Tender Review with VBN
  • Tender Phase : Review Commitments from Sites according to the defined strategy on her/his scope;
  • Project Phase : BA review with Buyer & Attendance for her/his scope

MAIN REQUIRED COMPETENCIES

Educational Requirements

Mandatory:

  • Master’s degree in Purchasing or equivalent (Engineering, Project Management, Business, etc.)

Desirable:

  • Experience and knowledge of the Railway Product Industry and PAPIS field
  • Experience and knowledge on Software and Complex Electronic System purchasing

Job Requirements

Mandatory:

  • 8 years+ of experience depending stakes, and complexity
