Description

The Legislative Research Commission is accepting applications for the position of Committee Staff
Administrator of the Health Services and Families and Children Committees. This position is nonpartisan in
nature and requires the ability to work with neutrality in a politically charged environment.

The Legislative Research Commission provides staff support to the Kentucky General Assembly. The agency offers

to the people.

This is a permanent, full-time position with benefits including health and life insurance; retirement plan;
and paid holidays, vacation, and sick days. Compensatory time is awarded on an hour-for-hour basis with prior
approval.

Job Duties:

  • Lead Health Services, Families and Children committee staff by communicating job expectations and plans; by
    monitoring and appraising job results; and by providing coaching, counseling, and disciplinary measures.
  • Manage and maintain Health Services, Families and Children committee staff by interviewing, selecting,
    orienting, and training employees.
  • Communicate with statutory committee chairs, standing committee chairs, interim joint committee co-
    chairs, and task force chairs about meetings, arrange meeting logistics, and review post-meeting memoranda,
    minutes, reports, and other communications.
  • Facilitate communication among the LRC Director’s Office, legislators, leadership staff, outside
    parties, and committee staff (including committee staff on other committees).
  • Understand, communicate, and enforce agency process, policies, and procedures including personnel
    requirements.
  • Maintain ability to perform all duties of direct-report analysts.
  • Assist Deputy Director for Committee and Staff Coordination with training for committee staff.
  • Assist with studies, task forces, and the production of LRC publications.
  • Maintain a safe, secure, and legal work environment.
  • Perform other duties as assigned.

Desired Skills and Abilities:

  • Knowledge of management principles and ability to manage and motivate staff.
  • Ability to work with LRC staff and management in a collaborative manner and promote positive teamwork.
  • Ability to fully understand the nuances of nonpartisanship while successfully working with partisan
    staff and legislators and maintaining nonpartisanship.
  • Comprehensive knowledge of the bill drafting application or the appropriate committee statutory
    guidelines and procedures and the legislative process.
  • Knowledge of administrative regulations process and subcommittee procedures.
  • Knowledge of laws, administrative regulations, court decisions, and other information relevant to
    committee’s jurisdiction.
  • Ability to research issues and distill information in a straightforward, concise, and understandable
    manner.
  • Ability to assist other committees and research issues not related to committee’s jurisdiction.
  • Excellent analytical and communication skills.
  • Ability to meet short deadlines.
  • Ability to work with other agencies, legislators, and the public.
  • Proficiency with current office technology, including office IT general business software such as
    Microsoft Office.
  • Advanced decision-making skills on difficult, complex issues.
  • Maintain and promote good team work and positive attitude.

Minimum Requirements
EDUCATION:
Juris Doctor or Ph.D. or master’s in public policy or field related to committee’s jurisdiction.
Experience in legislative analysis and process or relevant subject matter jurisdiction may be substituted for
education.

EXPERIENCE, TRAINING, OR SKILLS:
Minimum of 7 or more years in public policy, legislative analysis or management, legal analysis,
or a relevant field. Management experience may be considered. Deep knowledge of the managed committee process
and solid knowledge of the overall departmental function.
