The Project:

The consortium of John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia has been selected to build South Australia's biggest-ever road infrastructure project. In partnership with the South Australian Government, this consortium forms the Torrens to Darlington (T2D) Alliance.

The Torrens to Darlington (T2D) Alliance, will deliver the final 10.5km section of the North-South Corridor, forming a continuous 78 km, non-stop, traffic light-free motorway, and contributing to a long-lasting legacy for the community and people of Adelaide.

The T2D Project involves constructing two separate tunnels – the Southern Tunnels and the Northern Tunnels connected by an open motorway, with a combined total distance of 10.5km, open to traffic in 2031. The T2D project comprises the tunnels, surface works including road and bridge construction in addition to services buildings and complex mechanical and electrical infrastructure. The T2D Alliance is committed to providing opportunities for local people, Aboriginal workers, apprentices, trainees and job seekers who are long-term unemployed and offers people an incredible opportunity to be a part of an iconic project.

The Role:


The Commissioning Permit to Work Manager is responsible for developing, implementing, and managing the Permit to Work (PTW) system during commissioning activities to ensure safe and compliant operations.
This role oversees the full lifecycle of the PTW process, drives a strong safety culture aligned to “Zero Harm,” and works collaboratively with project teams and contractors to achieve best-for-project outcomes.

Responsibilities:

  • Develop, implement, and maintain the Permit to Work procedure and systems, ensuring ongoing compliance throughout the project lifecycle.
  • Manage the electronic Permit to Work system, including registers, reporting dashboards, and accurate documentation control.Lead and coordinate
  • Permit Control Officers, ensuring clarity of responsibilities, adequate resourcing, and effective performance through regular feedback.
  • Ensure all PTW personnel are appropriately trained, assessed, authorized, and kept current in their assigned roles.
  • Monitor, audit, and report on PTW compliance, including investigation and analysis of permit or safety breaches.
  • Coordinate the end‑to‑end management of permits and isolations, from request through to close‑out, during commissioning activities.

About You:

  • Proven experience managing Permit to Work systems within major construction or commissioning environments.
  • Strong leadership and stakeholder engagement skills, with the ability to influence safe work practices across diverse teams and contractors.
  • Sound working knowledge of WHS legislation, isolation management, and risk control processes.
  • Highly organised with strong attention to detail, capable of managing complex systems, reporting, and competing priorities.

  • Hold Low Voltage and High Voltage electrical qualifications, essential for overseeing permit and isolation activities during commissioning.

  • Bring 10+ years’ experience within the electrical discipline on major infrastructure projects, with proven accountability for Permit to Work systems.
